On May 26, 2022, ANPO Center of Interaction of Computer Networks (CICN) "MSK-IX" joined the Policy of Interaction and Coordination of Activities to Prevent the DNS Abuse. Thus, now the interaction of competent organizations and registrars in relation to third-level domain names in second-level domains NET.RU, PP.RU, ORG.RU will be carried out using the Automated Information System.
The automated information system was created by the Coordination Center for TLD .RU/.РФ in 2018. It is designed to improve the efficiency of interaction between competent organizations and registrars. For three years, this system has been used to exchange information about the facts of DNS Abuse in the .RU and .РФ domains, now the exchange of requests in a single format and their accelerated processing will also be available for second-level domains NET.RU, PP.RU, ORG .RU.
The interaction of registrars and competent organizations in order to counter DNS Abuse in the NET.RU, PP.RU, ORG.RU domains is carried out in the manner and on the terms established by ANO “CICN "MSK-IX"”.
“Now the interaction of registrars and competent organizations is carried out over three top-level domains .RU, .РФ, .SU and second-level domains NET.RU, PP.RU, ORG.RU, and our competent organizations track violations in almost the entire Russian domain space. This means that the efficiency of our work is increasing, and the Runet is becoming more and more secure for all users,” said Yevgeny Pankov, head of special projects of the Coordination Center.
To recap, the special sectoral second-level domain names NET.RU, ORG.RU, PP.RU emerged back in the 90s, at the dawn of the development of the Internet in Russia, in order to popularize web services and their development. They were intended primarily for registration of third-level domain names. Today, about 30 thousand third-level domain names are registered in NET.RU, ORG.RU, PP.RU, and their number continues to grow.
The practice of interaction with organizations competent in identifying violations on the Internet was introduced by the Coordination Center for TLD .RU/.РФ in 2012. Competent organizations are companies that provide the Coordination Center and accredited domain name registrars with information about resources with illegal content, cases of phishing, unauthorized access to information systems and distribution of malicious programs from domain names located in the .РФ and .RU zones. Registrars have the right to stop delegating domain names for such resources. Today, there are twelve competent organizations cooperate with the Coordination Center - the National Computer Incident Coordination Center, the Safe Internet League, Group-IB, Kaspersky Lab, RU-CERT, ROCIT, Roskomnadzor, BIzone, the Bank of Russia, Doctor Web, Rostelecom Solar and Integral.
In 2020, the Domain Coordination Center for TLD .RU/.РФ created the “Domain Patrol” project, dedicated to the interaction between competent organizations and accredited domain name registrars in the .RU and .РФ domains. The доменныйпатруль.рф website publishes the data of the Hotlines of all competent organizations cooperating with the Coordination Center, as well as the Hotline of the Ministry of Internal Affairs of the Russian Federation to combat fraud in the network. In addition, it contains the latest data on the spread of cyber threats on the network and on the progress in the fight against malicious resources.
