RIGF 2026 Educational Day: Invite to Anton Gorelkin's open lecture

The now-traditional educational day of the Russian Internet Governance Forum (RIGF) will take place on April 6. As part of the program, Anton Gorelkin, First Deputy Chairman of the State Duma Committee on Informational Policy, Technologies and Communications and RIGF Board Chairman, will deliver an open lecture for students of Higher School of Economics (HSE University).
The lecture, titled How the Cybertechnology Legislation-Making is Organized, will focus on how IT legislation is developed, the structure of the lawmaking process in the digital sphere, and the key challenges facing legislators in the era of artificial intelligence, big data, and digital platforms.

Participants will learn how legislative initiatives emerge, what factors influence their adoption, and how the state defines its role in regulating a rapidly evolving technological landscape. Particular attention will be given to the role of expert communities and public organizations in shaping future legislation. Anton Gorelkin will also address how the industry can communicate its position to lawmakers, whether effective feedback mechanisms exist, and how they function today.

The lecture is organized by the HSE School of Digital Law and Bio-Law in cooperation with the Coordination Center for TLD .RU/.РФ. Registration required.
