The Coordination Center for TLD .RU/.РФ published the draft amendments to its regulations in the Documents for Discussion section of its website. Drafted as per the corresponding Terms of Reference, these papers were prepared by the Coordination Center for TLD .RU/.РФ Working Group. These documents include:
- Draft amendments to the Terms and Conditions of Domain Name Registration in .RU and .РФ
- Draft amendments to the policy “On the procedures applicable to domain name disputes”
- Draft amendments to the Accreditation Agreement
- Draft amendments to the Requirements for an Accredited Organization (Registrar)
- Draft amendments to the Accreditation Regulations.
Internet users can submit their comments and feedback regarding the draft regulations through February 2, 2026, using a feedback form on the Coordination Center’s website.
Once the discussion is closed, feedback collected and expert opinions on the draft regulations submitted, these materials will be forwarded for review to the Working Group, which will be tasked with studying these contributions in terms of their substance and impact. Having reviewed all these submissions, feedback and opinions, the Working Group will be free to either recommend that the Coordination Center’s Director oversees efforts to perfect the draft documents, or to come to a conclusion that no further improvements are necessary. The final draft of the abovementioned regulations shall be approved by the General Meeting of Founders of the National Internet Domain Coordination Center Autonomous Non-Profit Organization.
The Coordination Center established the Working Group in July 2025 and tasked it with the mission to assess whether there is a possibility and need to amend procedures dealing with domain name registration services, as well as requirements for accredited organizations (registrars). The Working Group includes representatives of the accredited registrars, the Technical Center of the Internet and the Coordination Center. The Working Group has already discussed operating modalities for registrars when identifying and confirming the identity of domain name registrants, as well as matters dealing with processing and storing the personal data of domain name registrants. The Working Group’s agenda also covered court disputes on domain names, requirements for accredited registrars and other topics. Based on its deliberations, the Working Group compiled the Terms of Reference for amending the regulations.
