Russian domain zones in 2025: Growth, development, and security

The past year marked a milestone for the Runet. In October, the .RU domain surpassed the threshold of six million registered domain names for the first time and continued its steady growth. By the end of 2025, the number of registrations had increased by 221,263 domains (+3.8%), bringing the total to 6,040,551. The .RU domain maintained its fifth-place position in the global ranking of country-code top-level domains, reaffirming its status among the world’s largest national domains.

Russian individuals and legal entities accounted for 88.6% of all .RU domain registrations, a share that continues to rise annually and reflects a high level of trust in the national domain among businesses and private users. Over the course of the year, 1,810,861 new .RU domain names were registered, surpassing the 2024 figure of 1,722,064 registrations.

The year 2025 marked a significant milestone for the Cyrillic domain .РФ. By year’s end, the number of registered domain names had grown by 18,740 (+2.5%), reaching a total of 778,902 and enabling .РФ to retain its status as the world’s largest internationalized national domain.

The share of registrations by Russian users continued to increase, reaching 96%, which underscores strong domestic demand for the .РФ domain. Over the course of the year, 207,654 new domain names were registered, exceeding the 2024 total of 182,351 registrations.

In the year marking the 15th anniversary of the .РФ domain, registration was opened for domain names in the 18 official languages of the peoples of Russia. This initiative expanded opportunities for the use of national languages in the digital environment and represented an important step toward supporting cultural and linguistic diversity. By the end of 2025, a total of 1,802 domain names had been registered in national languages.

Among Russian regions, Moscow continued to lead in the number of registered domain names, with 1,663,757 domains in the .RU zone and 179,023 in the .РФ zone. The top five regions also included the Moscow Region (568,297 and 99,831 domains, respectively), St. Petersburg (388,645 and 57,318), the Krasnodar Territory (179,629 and 25,904), and the Sverdlovsk Region (136,611 and 23,227).

In 2025, particular emphasis was placed on safeguarding the domain space and strengthening the security of the Runet. Amid increasingly frequent and sophisticated cyberattacks, Russian domain zones demonstrated resilience, ensuring the stable operation of domestic internet resources. Notably, phishing activity on the Runet declined for the first time in recent years, largely due to the effective efforts of the Domain Patrol project.

Over the course of the year, authorized organizations responsible for identifying online violations submitted 62,168 requests to registrars to suspend the delegation of malicious domains – an increase of 11.7% compared to 2024. As in previous years, phishing accounted for the majority of these requests; however, their number fell by 8.2%, and phishing’s share of total requests declined from 82.6% in 2024 to 67.9% in 2025.

As a result of reviewing requests within the .RU and .РФ domains, 60,788 malicious domain names were blocked. Of these, 65% were processed within the first 12 hours, significantly reducing risks for users.
As noted by Director of the Coordination Center for TLD .RU/.РФ Andrey Vorobyev, substantial efforts were undertaken in 2025 to ensure sustainable growth and enhance the security of the Runet.

In the coming year, the development of the domain market in Russia and worldwide will be shaped by growing trust in national domains, a renewed business focus on proprietary websites, and the expansion of linguistic diversity. In Russia, this will be reflected in a further increase in the number of languages supported within the .РФ domain, while globally it will be driven by the launch of new domain extensions, including those in national languages,” he added.
