Conference Cyber Stability: Approaches, Prospects, Challenges held

The international conference Cyber Stability: Approaches, Prospects, Challenges took place in Moscow, organized by the International Affairs journal with support from the Russian Foreign Ministry and the National Association for International Information Security (NAIIS). The event featured representatives from governmental and international organizations, along with Russian and foreign scholars, experts, and journalists. Experts from the Coordination Center for TLD .RU/.РФ were among the participants.

The conference’s primary goal, as per tradition, is to develop approaches for ensuring the stability of digital development and to discuss global information security challenges.

In his opening remarks, Russian Foreign Minister Sergey Lavrov stated that Russia advocates the establishment of a fair system of international information security and equal access for all countries to artificial intelligence technologies.

Today, threats emanating from the digital space affect not only states and entrepreneurs, but also ordinary citizens. It is clear that these challenges can only be addressed through collective efforts,” he emphasized.

During the plenary session, Artur Lyukmanov, Director of the Russian Foreign Ministry’s Department of International Information Security, summarized the key international events of 2025. He reported that on October 25, 2025, a historic document in the field of international law – the UN Convention against Cybercrime – was signed in Hanoi, Vietnam. Representatives from over 70 countries, including Russia, Belarus, Brazil, Vietnam, Egypt, Iran, China, and South Africa, as well as a representative of the European Union, signed the convention. He also presented the outcomes of the 11th and final session of the UN Open-Ended Working Group (OEWG) on developments in the field of information and telecommunications in the context of international security, held from July 7–11 at the UN headquarters in New York. The session culminated in the adoption of a final report endorsing the launch, in 2026, of a permanent negotiating platform on international information security (IIS) to replace the OEWG – the Global Mechanism on Developments in the Field of Information and Communication Technologies (ICT) in the Context of International Security and Advancing Responsible State Behavior in the Use of ICTs.

Andrey Vorobyev, Director of the Coordination Center for TLD .RU/.РФ, delivered a speech at the plenary session titled “The Era of the Digital Future Has Arrived.”

We are living in the digital future. We see signs of this phenomenon every day. Digital technologies continue to occupy a central place in all agendas, and we hear about them in political statements at recent international conferences like ICANN and ITU,” Vorobyev noted.

The Director of the Coordination Center highlighted that one-third of the world’s population still lacks not only internet access but also global telecommunications and basic digital services. Therefore, the primary agenda item at meetings of the international IT community today is uniting efforts to assist developing countries in bridging this gap, addressing cybersecurity challenges, and ensuring digital sovereignty.

Vladimir Gorzhaltsan, Advisor to the Director of the Coordination Center, participated in the conference with a report titled “Challenges in Building the Latest Cyber Stability Architecture.” The report provided an overview of the year’s major events in this field.

The speaker noted that digital development and the associated international information security are not merely technical or political issues but rather symbols of the global community’s intention to achieve a more equitable and open digital future for all.

The search for approaches and solutions to many of the outlined problems – building a safe, multipolar digital world and cyberspace – will continue in the coming year, 2026,” Gorzhaltsan concluded.
