The fourth meeting of the Working Group on Updating the Rules for .RU and .РФ Domain Name Registration and Other Regulatory Documents took place on September 23, 2025. The group was established in July to address the feasibility and advisability of amending the procedures applied in the provision of domain name registration services, as well as the requirements for accredited organizations (registrars).
The meeting participants discussed proposed amendments to the Accreditation Agreement and the Regulation on Procedures to be Applied in the Event of Domain Name Disputes.
In particular, the working group concluded that it would be feasible to implement document exchange between the Coordination Center and registrars via electronic flow, and recommended adding relevant provisions to the Accreditation Agreement and, if necessary, to other regulatory documents to enable such document management.
The working group also considered a possible procedure for the registrar and copyright holder in the event of the annulment or reversal of a court decision that served as the basis for exercising a pre-emptive right, and decided that it would be feasible to establish a separate working group with expert lawyers handling legal disputes. The Coordination Center has already initiated the formation of the said group.
As of now, all items on the working group’s agenda have been reviewed, with the group currently compiling its reports, including proposals for amendments to the Domain Name Registration Rules in the .RU and .РФ domains as well as other regulatory documents. The process of amending these documents will continue in accordance with the Regulations for the Development, Coordination, and Enactment of Regulatory Documents.
