New working group set up at Coordination Center for TLD .RU/.РФ

A new working group has been established at the Coordination Center for TLD .RU/.РФ to assess the feasibility and necessity of updating domain name registration procedures, as well as the requirements for accredited registrars. Led by the Coordination Center’s Deputy Director, Irina Danelia, the group will examine a range of outstanding issues that have emerged since the previous working group reviewed the Terms and Conditions of Domain Name Registration in .RU and .РФ and other regulatory documents in 2022.

The new working group held its first meeting on June 16, with participants including representatives from accredited registrars, the Technical Center of Internet, and the Coordination Center. Discussions covered registrar procedures for verifying registrant details, personal data processing and storage, and domain name disputes in court.

Moving forward, the working group will continue examining procedures for registrant identification, authentication, and verification – including through the ESIA centralized identification system – along with protocols for their personal data processing and storage. The group will evaluate whether to maintain the current practice of imposing pre-trial restrictions on domain name operations at right holders’ requests before they file a lawsuit, while also reconsidering the procedures for registrars and right holders when court decisions that triggered preemptive rights are reversed. Additionally, the group will work to streamline requirements for accredited registrars and review their proposals regarding domain name operation rules and procedures.

Should the working group determine that updates to the Terms and Conditions of Domain Name Registration in .RU and .РФ or other regulatory documents are necessary, participants will prepare formal Terms of Reference in compliance with the Regulations on the Development, Approval and Implementation of Regulatory Documents.

The group plans to convene twice monthly, with the goal of delivering its final assessment – and, if required, the corresponding Terms of Reference regarding the necessary updates to the regulatory documents – by year’s end.
