The tentative program of the 18th International Conference of National TLD Administrators and Registrars of the CIS, Central and Eastern Europe (TLDCON 2025) has been published. Holiday Inn Kaliningrad is to host the event on September 15-16, 2025.
The conference is organized by the Coordination Center for TLD .RU/.РФ, with the Internet Technical Center acting as general partner. The Russian Research Institute for the Development of Public Networks has the status of an anniversary partner. Other partners include MSK-IX and Runity Group. Ardis Co. hosts the event.
As usual, a packed and exciting working program awaits the event participants, including two days of wildly intriguing workshops on key internet management issues and the current state of the TLD market. The TLDCON 2025 program lists traditional topics including legislation, regulation, legal issues, cybersecurity, DNS Abuse, as well as completely new aspects, such as training personnel for registries and registrars and even quantum communications. The participants will also attend two interesting lectures by the gurus of the national and foreign IT sector.
The conference will kick off on September 14. Two working meetings will take place in the evening of the conference’s Day Zero, specifically, a meeting of the Regional Coordination Group for the Universal Acceptance of CIS and Eastern European Countries and a meeting of the Coordination Center’s Youth Council.
Day One will feature the traditional Partners’ News workshop, moderated by Coordination Center Director Andrey Vorobyev. Participants will include representatives of Russian and foreign registries, international organizations, technical companies and registrars of domain names. They will briefly narrate interesting events in the global domain industry since early 2025, share plans for the current year and announce their reports at the upcoming TLDCON workshops.
Yekaterina Kalinicheva of Semenov&Pevzner will subsequently moderate the Legislation, Regulation and Legal Issues workshop, with Yelena Voronina (In Data) moderating the Research Results workshop. A new topical workshop titled Training Personnel for Registries and Registrars will show how businesses and universities jointly draft personnel training programs, including short-duration advanced and intensive training courses. The discussion participants will prioritize current labor market shortages, the industry’s successful training courses and joint training programs, as well as methods to quickly engage young specialists in the production process, corporate mentorship and tuition, and personal improvement programs. The participants will exchange working mechanisms allowing companies to promptly obtain essential competences; in turn, these mechanisms will provide employment for university graduates.
Day Two, due to focus on network safety and security, will open with the Cybersecurity and DNS Abuse workshop, moderated by Mikhail Anisimov (ICANN). It will be followed by the Applied Cybersecurity workshop, moderated by Olga Baskakova of the Coordination Center for TLD .RU/.РФ. The working program of the TLDCON 2025 conference will end with the lecture Quantum Communications: Problems and Prospects by Professor Sergei Kulik, DSC (Physics and Mathematics), Head of Research, Center of Quantum Technologies, Lomonosov Moscow State University; General Director, Center for the Development of Quantum Technologies.
The TLDCON 2025 conference will take place in a hybrid format, and anyone can attend. Those unable to participate offline will be able to watch all livestreamed conference sessions on the TLDCON 2025 website, on the VK social media network and on the RUTUBE channel of the Coordination Center.
Participants should register in advance, and they do not have to pay any attendance fees.
