On July 2, the Coordination Center for TLD .RU/.РФ held its regular General Meeting of Founders. During the meeting, Director of the Coordination Center Andrey Vorobyev presented a report on the organization’s activities in 2024, including the financial report on budget execution. The report was reviewed and approved by the participants.
The 2024 activity report highlights strong growth in the .RU domain, which expanded by 380,151 domain names (+7 percent) over the year, reaching a record total of 5,819,288 domains by the end of December. This marks the highest figure in the domain’s 30-year history. The .RU domain continues to be a growth leader among all national top-level domains and ranks 6th globally by the number of registered domain names. As for the .РФ domain, it reached 775,197 registered domain names by the end of 2024, maintaining its status as the largest Cyrillic national top-level domain.
The report places significant emphasis on information security and efforts to combat malicious online resources. In 2024, accredited organizations submitted 31,625 requests to registrars concerning domain names in the .RU and .РФ zones linked to malicious activity – an increase of 12 percent compared to 2023 (28,147 requests). Notably, the average time of a malicious domain blocking after a complaint was submitted was reduced from 21.5 hours in 2023 to 13.5 hours in 2024.
The Coordination Center operates in accordance with its Charter and established Priority Areas of Activity. During the meeting, the General Meeting of Founders approved the updated Priority Areas of Activity for the Coordination Center until 2030. This new strategic document builds upon and extends the previous development strategy, which was in effect through 2025. The updated framework will come into force on January 1, 2026.
The Priority Areas of Activity outline three core focus areas: ensuring the reliability, security, and stability of the domain name system and the Russian internet segment as a whole; promoting the continued development of the domain name market; and serving the public interest by supporting the .RU and .РФ ecosystem as an optimal environment for advancing the country’s digital economy. These priorities are aimed at benefiting Russian internet users, businesses, and the state. Within this framework, the Coordination Center’s strategic goals and objectives are defined.
The meeting endorsed a new version of the Rules for Registering Domain Names in the .RU and .РФ Domains. Notably, the updated Rules expand the list of characters permitted in .РФ domain names to include letters from the alphabets of Russia’s ethnic groups.
In addition, the participants of the General Meeting reviewed and acknowledged the 2024 activity report of the Smart Internet Foundation for the Support of Network Initiatives, along with a number of other items on the agenda.
The General Meeting of Founders is the highest governing body of the Coordination Center for TLD RU/.РФ. The current founders of the Coordination Center include the Russian Federation – represented by Roskomnadzor – as well as the Regional Public Center of Internet Technology (ROCIT), the Russian Association of Networks and Services (RANS), the Russian Institute for Public Networks (RIPN), and the Internet Development Institute (IRI).
