The program of the Internet Governance Forum in Norway featured a session titled Promoting Responsible Internet Practices in Infrastructure, focusing on strengthening trust and resilience across all levels of the digital environment, from internet cables to routing protocols. Participants discussed aspects including the internet’s technological resilience and coordinated action among all stakeholders: network operators, the technical community, regulators, and civil society.
Irina Daneliya, Deputy Director of the Coordination Center for TLD .RU/.РФ, participated in the session. She emphasized that addressing domain name abuse incidents requires precision and responsibility:
"In some instances, domains get blocked on suspicion of malicious activity despite not being exploited by malefactors. Such blocking causes both financial and reputational losses to domain registrars. It is important to place accountability properly.”
Irina further noted that effectively countering illegal activity in the domain name space requires specialized expertise.
“Many registries and registrars lack the competence to properly identify domain name violations. Therefore, we have established cooperation with qualified organizations,” she clarified.
The session specifically addressed approaches to formalizing principles of responsible conduct principles in internet infrastructure, from uninterrupted service operation to security standard compliance, and human rights observance. The participants noted that critical infrastructure components like DNS, cables and internet exchange points face growing vulnerability to technical failures and political pressure.
Proposals emerged to promote responsible practices based on voluntary commitments, transparency and coordination. Experts agreed that such approaches not only enhance global network resilience but also strengthen trust among digital ecosystem stakeholders.
In 2012, the Coordination Center for TLD .RU/.РФ established a cooperation framework with organizations competent in network violations. These entities have specialized expertise in identifying web resources hosting illegal content, detecting and reporting phishing, and detecting unauthorized access to information systems and malware distribution using domain names in .РФ and .RU. The Coordination Center authorizes these organizations to formally notify accredited registrars of ceasing domain name delegating due to violations. Registrars retain authority to suspend domain name delegation upon requests from the competent organizations. Currently, 12 competent organizations cooperate with the Coordination Center.
