Evolution of biometrics legal regulation in Russia and abroad

On April 14, 2025, the School of Digital Law and Bio-Law under the Faculty of Law will hold the All-Russian Student Scientific Conference Development of Biometrics in Russia and Abroad. The event will be held with the support of the Youth Council of the Coordination Center for TLD .RU/.РФ.

At the plenary session Legal Basis of Biometrics Regulation in the Russian Federation, leading experts will discuss current issues of biometric data processing and protection, peculiarities of the Russian legal model, administrative and legal sanctions for violations of requirements for biometric personal data placement, and international experience. Speakers will include representatives of the Federal Service for Supervision of Communications, Information Technologies and Mass Media, the Center for Biometric Technologies (operator of the single biometric system), universities, business and the IT sector.

Natalia Kovalyova, Doctor of Law, Professor, Head of the School of Digital Law and Bio-Law under the HSE University Faculty of Law, will moderate the conference. Andrey Vorobyev, Director of the Coordination Center for TLD .RU/.РФ Coordination Center, will take part in the plenary section. The participants will hear presentations and discussions on the future of biometric technologies in the legal field.

The conference will be a platform for dialog between students, scientists and practitioners in the digital law. Registration and detailed program are available  on the website of the HSE University Faculty of Law.
