Agenda of 15th Russian Internet Governance Forum published

The tentative agenda for the 15th Russian Internet Governance Forum (RIGF 2025), to be held at Soglasie Hall, has been published on the event’s official website.

The RIGF 2025 agenda features six sessions focused on Runet security, child online safety, satellite internet development, principles for countering digital disinformation, and international cooperation under evolving conditions.

The forum’s opening ceremony will include remarks by Tatyana Matveyeva (Head of the Russian Presidential Directorate for the Development of Information and Communication Technology and Communication Infrastructure), Artem Sheikin (First Deputy Chair of the Federation Council Committee on Constitutional Legislation and State Building), Anton Gorelkin (Chair of the Board at ROCIT), Alexander Shoitov (Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation), Chengetai Masango (Head of Office, UN Secretariat for the Internet Governance Forum), Alexey Goreslavsky (CEO of the Internet Development Institute), Vadim Glushchenko (Director of the Center for Global IT Cooperation), Kirill Izotov (Director of the Russian Institute for Public Networks), and Andrey Kuzmichev (CEO of RU-CENTER). The session will be moderated by Andrey Vorobyov, Director of the Coordination Center for TLD .RU/.РФ.

The working program will commence with the plenary session Runet Digital Security: Between Sovereignty and Global Challenges, where participants will discuss emerging cyberthreats and digitalization challenges, user safety, AI misuse prevention, and balancing domestic IT sector growth with collaboration among global tech companies.

This will be followed by the Virtuti Interneti award ceremony and a lecture by this year’s laureate. Established by the Coordination Center in 2010, the award honors members of the internet community, businesses, academia, and government who have made significant contributions to Runet and global internet development.

At the Technology Without Borders: International Cooperation Mechanisms session, experts will analyze key opportunities, challenges, and barriers facing Russian IT companies entering global markets, alongside strategies for navigating intense competition.

International collaboration will remain a focus during the Global Dialogue and the Digital Agenda session, which assesses progress made since the 2005 World Summit on the Information Society. Participants will evaluate current implementation of its resolutions, outcomes from the global Internet Governance Forum, and prospects under the 2024 Global Digital Compact.

The forum will also prioritize internet safety and sustainable development. The session In the Digital Orbit: Internet from Space will explore prospects for Russia’s satellite internet expansion and its role in shaping the data economy. Meanwhile, the Guidelines for Countering Digital Disinformation session will address fake news mitigation, balancing security with free speech, and regulatory approaches to foster a safer, trusted online environment.

Andrey Vorobyev, Director of the Coordination Center for TLD .RU/.РФ, stated, “Every year, RIGF unites those shaping Runet’s future – experts, practitioners, and representatives of government and business. We discuss not just technology, but how to make the digital space secure, open, and resilient. This year, we must address balancing sovereignty with global processes, protecting users, and advancing Russia’s IT sector. I am confident the forum will foster substantive dialogue and yield practical solutions.”

Key speakers include Anna Abramova (MGIMO Center for Artificial Intelligence), Igor Alekseev (Positive Technologies), Maria Bolshakova (Regional Commonwealth in the Field of Communications), Alexey Volin (Russian Satellite Communications Company), Mikhail Kaygorodov (https://www.rtcomm.ru/), Andrey Lipov (Federal Service for Supervision of Communications, Information Technology and Mass Media), Anton Nemkin (State Duma of the Russian Federation), Sergey Plugotarenko (Digital Economy), Vladimir Todorov (Rambler&Co), Eduard Shantayev (Federal Center for Applied AI Development), Milana Elerdova (Sitronics Space), and other experts.

The forum will also showcase youth theses reflecting young specialists’ perspectives on its themes, alongside the book International Internet Governance, co-published by the Coordination Center and MGIMO Department of World Politics. The full program is available online.
