Moscow hosts Cyber Stability: Approaches, Prospects, Challenges conference

On December 12 and 13, the International Affairs magazine hosted an international cyber security conference in Moscow, co-organized with Russia’s Foreign Ministry and the National Association for International Information Security. The conference, titled Cyber Stability: Approaches, Prospects, Challenges, brought together government officials and representatives of international organizations, Russian and foreign researchers, experts and journalists. Experts from the Coordination Center for TLD .RU/.РФ were among the participants.

Vladimir Gorzhaltsan, Advisor to the Coordination Center Director, spoke at the plenary session. In his presentation, titled The New world Order in the Digital Environment, he noted that although the Western digital world acknowledges the need for cooperation between all countries with regard to new technologies, this cooperation is not yet balanced enough. At the same time, many technological achievements, including the internet itself, have stemmed from the works of Soviet scientists Vladimir Kotelnikov, Isaac Bruk, Andrei Kolmogorov, Anatoly Kitov, Viktor Glushkov, among others. In his remarks, Vladimir Gorzhaltsan quoted foreign experts who admit that no one’s dominance in technology domains can be permanent.

Vladimir Gorzhaltsan also presented 30th anniversary of .RU themed postcards with special cancellation markings to the moderators and speakers at the conference.

On December 13, Coordination Center Director Andrey Vorobyev spoke at the session Are We Ready to Protect Ourselves and Society? The Human Factor – Accomplice and Ally. He talked about the Coordination Center’s activities in education and online security. In addition to the Coordination Center’s own projects such as the Summer School on Internet Governance, Domain Patrol, the Youth Council, the Explore the Internet & Govern It game, the CC Academy and others, Andrey Vorobyev also mentioned several sectoral conferences and forums co-organized or attended by the Coordination Center.

TLDCON, the annual international conference of ccTLD registries and registrars of the CIS, Central and Eastern Europe – a major platform where industry experts exchange views and share statistics and analytics in various areas of mutual interest – was one of the most high-profile industry events that the Coordination Center was involved in this year.

An important part of Andrey Vorobyev’s presentation was dedicated to the Coordination Center’s participation in industry events abroad. The registry’s experts actively contribute to ICANN meetings. In November 2024, the Coordination Center sent a big delegation to the ICANN81 annual general meeting in Istanbul. Its experts also participate in other international events in the region, such as APTLD.

Other speakers at the session focused on a wide range of topics such as the mechanisms and methods of modern information warfare, cyber intelligence and spyware, as well as the practical significance of IT-related concepts borrowed from the English language and not yet fully assimilated semantically, and their usability in Russian legislative acts. Much attention was paid to the online activity of Russian youth. The discussion focused on the general culture and, in particular, the banner blindness of the younger generation, as well as their incredible susceptibility to believing online scams. The participants discussed several recent cases of online fraud. They also touched upon artificial intelligence and its penetration into various aspects of society.
