2024 Digital Dictation sets new record for highest-scoring participants

The fifth season of the nationwide Digital Dictation campaign rounded up in Russia. The event was organized by the Russian Association of Electronic Communications (RAEC), with the support of the Russian Ministry of Digital Development, Communications and Mass Media, and the Moscow Department of Information Technology. As per tradition, the Coordination Center for TLD .RU/.РФ was the partner of the event.  

Every year, Digital Dictation evaluates digital literacy through quizzes available since 2019 on the Digital Dictation platform. This year, a total of 2,123,116 people participated in the nationwide campaign, or 50% more participants than in the previous season. All participants received a digital literacy certificate.

In the fifth season of the campaign, the number of those who scored ten points out of ten in the quiz broke the previous record of 138,000 people. Digital Dictation also became international, with over 6,000 participants from other countries, including Kazakhstan and Belarus.

“Digital technologies are equally important for addressing government tasks and for solving individual citizens’ problems. Today, digitalization is increasingly making its way into the life of every person. The importance of digital technologies is growing very rapidly. The primary goal of Digital Dictation is to teach children, adults, and older generations how to use digital services and tools, as well as to protect every citizen online. This is important not only for individual security but also for the cybersecurity of the state as a whole,” Russian Deputy Prime Minister Dmitry Grigorenko noted.

According to the 2024 Digital Dictation results, Russians’ digital literacy index reached 6.65 points. The indicator is calculated based on the average score for each set of questions. The highest average score was recorded in the Digital Financial Literacy section (this set of questions has been included in the quiz for the first time this year). The average score for the section was 7.45 out of 10.

Among the federal districts, the Central Federal District showed the highest score (6.83), followed by the Northwestern Federal District (6.8), and the Ural Federal District (6.69).

“The overall level of digital literacy has increased from 6.43 to 6.65 points out of 10. The average values of three sub-indexes have slightly decreased compared to 2023. The greater overall digital literacy index is due to a significant increase in the number of participants who received excellent scores in the dictation, as well as to enhanced interest of the public in digital services and tools. The introduction of a new set of questions on digital financial literacy has also contributed to the growth of the overall digital literacy index,” Sergei Grebennikov, Director of RAEC and the initiator of Digital Dictation, noted while summing up the results of the nationwide campaign.

In 2024, Digital Dictation was held on October 10-28 across Russia online and offline. Through this campaign, users get the opportunity not only to find out their level of digital competence but also to work on their mistakes and form their own trajectory for acquiring missing knowledge and skills. The dictation consists of five batches of questions on such topics as digital consumption, digital competencies, digital security, new technologies, and digital financial literacy, the latter being a newly introduced set of questions on the use of digital financial services.

“I was pleasantly surprised to see that the number of Digital Dictation participants this year was 1.5 times higher than in the previous season. We also noted a higher number of participants in our educational projects, not only among schoolchildren but also among projects for all ages. The number of such projects has also increased; we even assigned a common brand to them – the Coordination Center Academy. All this indicates a greater interest in improving digital literacy among our citizens. More and more people understand the need both to master basic digital skills and deepen their knowledge for better and safer use of internet services, as well as to ensure their own security online. Digital Dictation is an excellent way to check your level of digital competence and to level up your knowledge in various digital subjects,” Director of the Coordination Center for TLD .RU/.РФ Andrey Vorobyev emphasized.

Digital Dictation is an annual campaign and the largest digital literacy test in Russia. Participants can find out their level of digital competence, work on their mistakes, and shape their own trajectory for acquiring missing knowledge and skills. The goal of the dictation is to let users assess their own digital literacy and knowledge of specific aspects such as digital consumption, digital competencies, digital security, and digital financial literacy. Digital Dictation shows the overall digital literacy index in Russia.
