New version of Procedure Guidelines for Domain Name Dispute Resolution

A new version of Procedure Guidelines for Domain Name Dispute Resolution entered into force on November 18, 2024.

Procedure Guidelines for Domain Name Dispute Resolution is a regulatory document and an addendum to the Terms and Conditions of Domain Name Registration in the .RU and.РФ domains. It regulates relations between the parties during disputes linked to the violation of trademark (service mark) owners’ rights during the registration of second-level domain names by the administrators of domain names in the .RU and .РФ domains.

The new version of the Guidelines was approved by a decision of a general meeting of founders of the National Internet Domains Coordination Center on October 11, 2024 (Protocol No. 32 of the Extraordinary General Meeting of Founders of the National Internet Domains Coordination Center, dated October 11, 2024).

The decision to amend the Guidelines was motivated by the need to bring the document’s provisions in conformity with Russian legislation. On June 28, 2022, Federal Law No. 193-FZ on Amendments to Part Four of the Civil Code of the Russian Federation entered into force, stating expressly that legal entities, individual businesspersons and private individuals, including self-employed businesspersons, will possess exclusive copyright ownership rights. In this connection, the new version of the regulatory document contains additional provisions on individual copyright owners.
