TLDCON 2024 continued with the "Partners’ News" section, moderated by Andrey Vorobyev, Director of the Coordination Center for TLD .RU/.РФ.
Patrick Jones (ICANN) presented the corporation's strategic plan for 2026-2030 and announced the application schedule for the Second Round of the New gTLD Program. Patrick Jones said that the second Round is scheduled to start in April 2026, with 12-15 weeks to submit applications. He also spoke about the Applicant Support Program, which provides subsidies for applications from non-profit, charitable and intergovernmental organizations and a number of other companies. The period for submitting such applications for a preliminary assessment of their compliance with the requirements for subsidized applications will begin on November 19, 2024 and will last exactly one year.

Another area that is in the center of ICANN's attention is Universal Acceptance. Achieving Universal Acceptance is today the most important condition for the development of the global network, including one of ICANN's strategic goals, and Patrick Jones reported that applications for holding UA Day events next year, 2025, are open until October 11. Dozens of national, regional and global events related to this topic are held around the world every year, including Global Universal Acceptance Day, which has been decided to be held annually on March 28.
Alexey Rogdev (Technical Center for Internet) spoke about the TCI Certification Center and the latest changes in the registration system. In addition, he presented new capabilities of the Security Audit Service and the Correctness of the Settings of TCI Internet Nodes (SABIU), the set of functions of which recently added the ability to determine the support of a cryptosystem with post-quantum resistance on TLS nodes. The implementation of cryptosystems with post-quantum resistance “preempts” the possible hacking of TLS traffic in the future, when practical quantum computers appear.
Evgeny Morozov (MSK-IX) reported that MSK-IX continues to grow: the number of nodes has increased to 45, and the total traffic volume is already 5.9 Tb/s. He also presented the capabilities of the national domain infrastructure backup system.
Karen Kazaryan (ANO Digital Economy) spoke about the news and plans of the Data Economy program. He named the main trends of the program in 2025 as the further implementation of data processing technologies, stimulation of public-private partnerships, changes in approaches to regulating the data sector and measuring the data economy, and stimulation of data protection.
Evgeny Kuskevich (RIPN) shared up-to-date data on the development of .SU. Today, .SU has more than 109,000 domain names, 94% of which are delegated. At the same time, 58% of these domain names lead to full-fledged sites of various thematic categories - from business to logistics and games.
The Head of the Runiti group, Andrey Kuzmichev, shared news and projects of Runiti, and spoke about the first results of the implementation of the Unified Identification and Authentication System for confirming the identity of the domain name administrator.
“Identity verification through State Services really qualitatively improves the user experience, and the addition of customer identification itself increases the level of security for all participants in the Internet economy,” Kuzmichev said. “We expect that with the growth of identification implementations, the number of new domain registrations may decrease, but trust in administrators will increase many times over, and the number of frauds will decrease significantly. In our experience, the implementation of the Unified Identification and Authentication System does not lead to additional costs for the provider for identification by SMS or calls, and the issued consent of users allows for regular updating of data.”
Irina Danelia (Coordination Center for TLD .RU/.РФ) presented news of the Russian Registry: a new service for government organizations, improvements to the information system for interaction between competent organizations and registrars, and also spoke about the educational projects of the center.
Representatives of national registries of Serbia, Kazakhstan, Armenia, Uzbekistan also shared their news and upcoming projects. The section featured Dejan Dukic, .RS, RNIDS (Serbia), Pavel Gusev, .KZ (Kazakhstan), Anna Karakhanyan, .AM (Armenia), Askhat Gimranov, .UZ (Uzbekistan).
The first day of TLDCON 2024 continued with the section "Legislation, Regulation, Legal Issues", moderated by Ekaterina Kalinicheva (Semenov&Pevzner). Its participants discussed the problems of domain disputes, legal innovations and online services for checking and protecting trademarks. A very interesting report was given by hoster.by representative Natalia Kosyak, who spoke about the differences in the procedure for inheriting rights to administer domains in Belarus and other countries of the world.
Elizaveta Ignatovich (Runiti Group) highlighted the problems that arise when considering and challenging decisions on domain disputes under the UDRP rules. Ekaterina Evteeva (Coordination Center for TLD .RU/.РФ) reviewed legal innovations in the domain industry and gave examples of real domain disputes. She also noted that the number of decisions by bailiffs to suspend (terminate) the delegation of domain names has increased significantly in recent months: if 44 such decisions were issued in 2022-2023, then in the first 8 months of 2024 there were already 74 such decisions.
Then Irina Danelia spoke about possible adjustments to ICANN ccNSO policies, and Alina Akinshina (Online Patent) presented the company's online services for checking and protecting trademarks. Let us recall that in 2019, the Coordination Center for TLD .RU/.РФ launched a service for automatically checking for matches between registered trademarks and domain names in the .RU and .РФ on its website, which was created jointly with the developer of the digital platform for managing patents and trademarks "Online Patent".
