The Agenda of the 17-th International Conference for ccTLD Registries and Registrars of CIS, Central and Eastern Europe TLDCON 2024 has been set. The Conference will be held on September 5-6 in the capital of Belarus, Minsk. The organizer of the Conference is the Coordination Center for TLD .RU/.РФ, the general partner is the Technical Center for Internet. Partners are hoster.by, MSK-IX, RIPN and the Runiti Group of Companies.
Over the course of two days of the event, participants will raise issues of information security and infrastructure development, legal support, marketing and the relationship between registries and registrars.
It has already become a tradition to hold a meeting of the Regional Coordination Group for the Universal Acceptance of the CIS and Eastern Europe before the Conference: this year it will be held on September 4 and will be open to all TLDCON 2024 participants.
The work program on September 5 will open with the "Partners’ News" section, moderated by the Director of the Coordination Center Andrey Vorobyev. Its participants - representatives of Russian and foreign registries, international organizations, tech companies, domain name registrars - will present brief overviews of interesting events in the global domain industry in 2024, share plans for the current year and announce their speeches in the upcoming TLDCON sections. The discussion will feature Patrick Jones (ICANN), Evgeny Morozov (MSK-IX), Alexey Rogdev (Technical Center for Internet), Sergey Plugotarenko (ANO Digital Economy), Evgeny Kuskevich (RIPN), Pavel Gusev (KazNIC), Dejan Dukic (RNIDS), Askhat Gimranov (UZINFOCOM), Sergey Prokopov (Belarusian Cloud Technologies LLC), Anna Karakhanyan (ISOC AM), Irina Danelia (ccNSO ICANN), Andrey Kuzmichev (Runiti Group of Companies), Sergey Povalishev (hoster.by).
The Conference business program will continue with the section "Legislation, regulation, legal issues" chaired by Ekaterina Kalinicheva (Semenov&Pevzner). The section participants will discuss current issues arising in the consideration of disputes under the UDRP rules; domain disputes around copyright; possible areas of work to adjust the policies of the Country Code Names Supporting Organisation (ccNSO); recent cases of "domains vs. trademarks"; the difference in approaches to legal cases related to domains and trademarks in the legislation of Russia and Belarus; useful services for trademark owners and domain administrators. The following will give reports: Elizaveta Ignatovich (Runiti Group of Companies), Ekaterina Evteeva and Irina Danelia (Coordination Center for TLD .RU/.РФ), Natalia Kosyak (hoster.by), Alina Akinshina (Online Patent).
The first day of the Conference will end with the section "Sum of Technologies". The main topics of the section will be NFT certificates for blockchain-based domains, Russian SSL certificates, participants will also talk about managing national and geo-domains, developing a secondary domain market and much more. The section will feature Evgeny Yunusov (UZINFOCOM), Ilya Krukover (Ardis), Alexey Rogdev (Technical Center for Internet), Andrey Savelyev (RF.ru), Karen Kazaryan (ANO "Digital Economy"), Natalya Filina (EURALO). The moderator of the section is Georgy Georgievskiy (Coordination Center for TLD .RU/.РФ).
The second day of the Conference will open with the Cybersecurity and DNS Abuse section, which will be moderated by Mikhail Anisimov (ICANN). Its participants will discuss how different experts approach cyber risk analysis, what indicators are considered, and how they change as threats evolve. Ruslan Turguldinov (Cyber Attack Analysis and Investigation Center), Alexander Ulyanov (Smart Business Technologies), Anton Trostyanko (hoster.by), Sean Lyon (ICANN), Sergey Golovanov (Kaspersky Lab) will present their reports.
The Conference will be ended with another section dedicated to security. At the Applied Cybersecurity section, moderator Olga Baskakova (Coordination Center for TLD .RU/.РФ) will invite speakers and participants to think together about how to ensure digital security in the banking sector, what trends are observed in this area, and how the interaction of competent organizations, banking organizations, and registrars helps solve current problems of financial cybersecurity. Alexander Dudenko (Bank of Russia), Petr Zaretsky (Investigative Committee of the Republic of Belarus), Dmitry Bondar (Alfa-Bank CJSC (Belarus)), Dmitry Kiryushkin (BI.ZONE), Stanislav Goncharov (F.A.C.C.T.), Marina Brik (Runiti Group of Companies) will share their thoughts on these topics.
