Phishing Concept Needs to be Specified

On February 20-21, the Euro-Asian IT Forum “Digital sovereignty as the basis for long-term international cooperation” is being held in Moscow. The purpose of the Forum is to discuss the evolution of public administration in the era of rapid development of the data economy as one of the priority areas of international cooperation in the field of information and communication technologies.

During the Plenary session of the Forum, welcoming words and reports were made by Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko, Head of the Ministry of Digital Development of the Russian Federation Maksut Shadayev and other officials.

Dmitry Chernyshenko noted that the Forum is a unique platform that brought together representatives from different countries aimed at digital transformation.

Today Russia is one of the world leaders in the field of digitalization. We have a developed communications and Internet infrastructure, we launch our own satellites, and introduce domestic neural networks into government services. Our country ranks fourth in the world in terms of the number of generative artificial intelligence models. We are in the top 10 in terms of total supercomputer power. In addition, we are actively replacing foreign industrial software with Russian analogues. Leading developers create cross-industry solutions for major companies that are in demand not only within the country, but also in the markets of partner countries. Already, 80% of foreign digital products have domestic analogues,” Dmitry Chernyshenko said in a video message.

The Head of the Ministry of Digital Development of the Russian Federation, Maksut Shadayev, emphasized that today Russia is at the forefront of the development of digital technologies, and this pace cannot be lost even in the face of growing pressure. In addition, the Head of the department also drew attention to the problem of cybersecurity. “Russia was probably the first to experience serious pressure in terms of cybersecurity. For two years we have been under constant pressure, and we clearly feel the need for constant practical improvement and cybersecurity,” the minister said.

During the plenary session “Information Security of the State in the Digital Age,” Evgeny Pankov, Project Manager of the Coordination Center for TLD .RU/.РФ made a report “Industry Self-regulation as a Method for Combating Unlawful Use of Domain Names .RU and  .РФ,” in which he spoke about combating DNS Abuse in the .RU and . РФ zones using the example of the Domain Patrol project, as well as the results of its work in 2023 and beginning of 2024

“In 2024, we expect an increase in the number of frauds, including phishing. In addition to our fight against it, legislative initiatives, including to clarify the concept of phishing, are very important. There is a corresponding article in the criminal code about fraud. And since there is fraud, then the need for a comprehensive investigation of incidents and implementation of operational measures comes to the fore, but this is already the prerogative of law enforcement agencies. The initiative to introduce user authorization using the unified identification and authentication system is extremely important. It is also important to pay more attention to informing the younger generation about the risks that they may face by being fooled by easy money. It happens that young people, due to a lack of information and lack of understanding of the consequences, join phishing groups and thereby become part of one of the phishing and fraudulent schemes. It is necessary to bring to the attention of young people that this is the first step towards fraud, which will be suppressed and punished by law. From its end, the Coordination Center is ready to take part in all initiatives aimed at ensuring information security,” Evgeny said.
