On November 21, the next annual working meeting of representatives of organizations indicated by the Coordination Center for TLD .RU/.РФ as competent in identifying violations on the Internet with accredited registrars took place.
Opening the meeting, Andrey Vorobyev, Director of the Coordination Center for TLD .RU/.РФ, drew attention to the importance of combating unsuitable content and the domain abuse in the context of sanctions, import substitution and the growth of cyber attacks on Russian Internet resources and Russian users. He noted that cyber fraud has become one of the biggest problems today, and registrars, together with competent organizations, are at the forefront of the fight against this evil.
Center’s Project Manager Evgeniy Pankov summed up the preliminary results of the Domain Patrol project, which currently involves 10 competent organizations and 30 registrars. Evgeniy noted that in 2023 the number of requests from competent organizations to registrars reached record levels. In 10 months, they sent 44,871 appeals, while in 2022, 11,936 appeals were sent over the same period. However, the overwhelming majority of them (89.1%) were still related to phishing.
Among national zones, the majority of domains involved in fraudulent schemes were in the .RU zone (94%). And the Cyrillic domain .РФ, despite a slight increase compared to last year, remains one of the cleanest and most inconvenient domain zones for scammers.
In 2023, all competent organizations were actively working with domain registrars. Based on the results of consideration of received requests by registrars and hosting providers, 43,910 malicious domains were blocked over 10 months, and the average response time over the last 6 months was a record 21.5 hours. The leaders in the number of requests were NCIRCC, F.A.C.C.T., BI.ZONE and the Federal State Budgetary Institution Research Institute "Integral".
The Coordination Center is constantly working to update and improve the information system created to automate the interaction of competent organizations and registrars, and the Head of the Domain Patrol project, Olga Baskakova, spoke about system updates and the steps that will be taken in the near future. She noted that changes to the information system help make cooperation between registrars and competent organizations even more effective.
Evgeniy Zhmurin (Integral) spoke in detail about how scammers work today and named the top 5 targets of attackers, including benefits and payments to special military operation participants, purchasing tickets for events, user bank accounts and casinos. Thus, fraud in the field of purchasing tickets reaches 26% of all actions of cybercriminals.
Bank of Russia representative Alexander Dudenko shared with participants information about current attacks by cybercriminals and talked about how domains are blocked through the Prosecutor General's Office and Roskomnadzor. And Evgeny Kuskevich (RIPN) informed the meeting participants about the steps that are being taken to ensure security in the .SU.
Issues received from registrars and competent organizations were considered at the conclusion of the conference. Also there was the presentation of honorary diplomas to registrars who most actively participate in the work of the Domain Patrol and process requests received from competent organizations in a timely and high-quality manner.
