On November 9-10, the International Forum of Cybersecurity of the State DIGITECH-2023, organized by the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, took place in St. Petersburg. The Forum is the key platform for effective interaction between the regulator and business to develop decisions and recommendations on ensuring national security in the context of global digital transformations.
This year, the main topics of the forum were import substitution in the field of information security, digital sovereignty, digital transformation, ensuring the security of critical infrastructure, as well as the development of human resources.
At the Plenary session there were welcoming words and reports from the Head of the Directorate for the Development of Information and Communication Technologies and Communications Infrastructure of the Administration of the President of Russia Tatyana Matveeva, Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications Alexander Khinshtein, Deputy Minister of Digital Development, Communications and Mass Communications Alexander Shoitov and other representatives of federal and regional authorities.
One of the topics of the plenary session was the new national project “Data Economy”. Deputy Minister of Digital Development, Communications and Mass Communications of the Russian Federation Alexander Shoitov said that now the goal of the “Data Economy” is to introduce new ‒ most progressive and promising technologies ‒ as quickly as possible, which will contribute to significant breakthroughs in the state’s economy.
A large exhibition was launched also at the forum, the opening of which was attended by the Minister of Digital Development, Communications and Mass Communications of Russia Maksud Shadayev.
Experts from the Coordination Center for TLD .RU/.РФ took part in the Forum. Director of the Coordination Center Andrey Vorobyev spoke at the round table “Countering Phishing Attacks in the Russian Segment of the Internet” organized by the Department of Cybersecurity of the Ministry of Digital Development of Russia and the Federal State Budgetary Institution Research Institute Integral.
Andrey Vorobyev spoke about the key trends in the development of phishing on the RuNet and shared the results of the joint work of the Coordination Center, Competent Organizations and registrars in the fight against the of Domain Abuse. He noted that in 2023, the number of requests from competent organizations to registrars increased by 174.88% and at the end of 10 months amounted to 44,871 requests. At the same time, the overwhelming number of requests (89.1%), as in 2022, related to phishing. Based on the results of consideration of requests, since the beginning of the year, almost 44,000 malicious domains have been separated in the .RU and .РФ.
Director of the Federal State Budgetary Institution Research Institute Integral Dmitry Reutsky added that the industry center GosSOPKA identified about 175,000 fraudulent resources this year. Of these, almost 12,000 are phishing resources that imitate the websites of organizations and projects in the financial sector: banks, investment platforms, etc. In addition, scammers are actively creating clones of the websites of theaters, cinemas, official media and air ticket sales platforms, as well as web resources dedicated to popular news and events.
“Domain Patrol” is not the only one in a number of projects dedicated to cybersecurity issues, and we see the number of requests from users in each of the projects growing. I am confident that only together, only by uniting, will we be able to give a worthy rebuff to cyber fraudsters and make Runet safe for everyone,” Andrey Vorobyev said.
