Worldwide Web of Youth: Cooperation for Enlightenment

On October 10, at the IGF site, a workshop “Defense against the DarkWeb Arts: The Youth Perspective” was held, organized by the Coordination Center for TLD .RU/.РФ and the Center for Global IT Cooperation.

Participants shared their opinions on what the Darkweb is and how it affects society; they talked about possible ways to regulate it and the role of new technologies to control it. Moderator Alina Ustinova emphasized that the main task of the workshop was to explain the difference between the deep web and the dark web, because before talking about regulation, you need to clearly understand what is what.

OpenLink Group President Miloš Jovanović noted that deep web and dark web were different, however, in general it is about the part of the internet that is not indexed by search engines. The speaker emphasized that internet crime is not limited to the darknet, so it is necessary to increase the level of protection systems against violations throughout the online space, and not just limit it solely to the deep layers of the network.

ISOC 2022 Youth Envoy Izaan Khan emphasized that banning the darknet was not an option because it is just a technology and would be replaced by another one, so there needs to be a balance between anonymity, freedom of speech and security.

On October 11, the session, International Legal Dimension of ICTs, was held, prepared by the CCTLD Youth Council together with the School of International Cybersecurity and the Center for Global IT Cooperation. The session was devoted to ICT regulation: documents, organizations, and existing problems.

The speakers were Nanbaan Pwaspo, a cybersecurity specialist from Nigeria and ISOC 2023 Youth Ambassador; Arevik Martirosyan, author and head of the School of International Cybersecurity; James Amatti, a graduate of the West African School of Internet Governance, a technology expert with more than ten years of experience; and Laura Pereira, a research fellow at the Getúlio Vargas Foundation School of Communication and a graduate of the Brazilian and Southern Schools of Internet Governance.

On the same day, participants in the networking session, Worldwide Web of Youth: Cooperation for Enlightenment, organized by the Coordination Center and the Center for Global IT Cooperation presented their projects aimed at involving youth in the field of internet governance, developing digital literacy and involving youth in IT.

Pavel Pozdnyakov, a specialist in the external communications department at the CC, spoke about the center’s youth projects: the Summer School on Internet Governance, the “Digital Reality” discussion club, the CC Youth Council and a special course for young people held on the eve of the Russian Internet Governance Forum. Pavel also added that the Russian IGF traditionally concludes with a youth session, where young people present Russian projects related to internet governance, and speakers from other countries share their experience in involving young people in the field of internet governance.
