A Week Before the Start of “Digital Dictation 2023”

On September 21, TASS hosted a press conference dedicated to the All-Russian event to measure the level of digital literacy - “Digital Dictation”. The dictation will take place from September 29 to October 15, and this year it plans to become even larger. The result of the event will be the identification of the digital literacy index of the population.

Sergei Grebennikov, Director of RAEC and dictation ideologist, spoke about the key features of this year’s event: “Digital Dictation is a large, unique testing format where each user can find out their level of digital literacy, and most importantly, in some areas, gain additional knowledge that the user has not yet possessed it. Based on the results of the Digital Dictation, an index of digital literacy of the Russian population is formed. Each test is divided into several semantic blocks, ranging from the basics of digital consumption to new technologies. This includes questions about artificial intelligence technologies, smart voice assistants and others. In 2023, as part of the dictation, we are paying special attention to the topic of import substitution and introducing users to domestic services and products. Test questions contain clear examples of their use. Thus, participants can learn more about the benefits of using Russian IT products.”

Throughout the campaign, events on the topic of digital literacy will be held in many regions of Russia. Not only will you be able to take a test and find out your level of knowledge, but also take part in activities aimed at improving your digital competencies.
This year, the partners of the event took part in drawing up the questions: Avito, VK, PJSC VTB, PJSC Rostelecom, Coordination Center for TLD .RU/.РФ, Roskachestvo and Kaspersky Lab. The Moscow Department of Information Technologies has provided a special set of questions for residents of the capital, where Moscow citizens can test their knowledge of city services.

The dictation questions are designed for an audience of 10 years and older, and the questions in the “Children” and “Teenagers” categories have been approved by the Institute of Education. However, younger participants will also be able to try their hand - dictation is available to Russians of all ages!

The co-organizer of the event this year is ANO Digital Economy. Sergey Plugotarenko, General Director of ANO Digital Economy, spoke about the importance of supporting projects to improve digital literacy in Russia: “We at Digital Economy this year launched an analytical direction, Russian Gartner - as Dmitry Chernyshenko called us. Studying the sectors of the digital economy, we understand that all this variety of digital services should be for the good, which means that business and the government are faced with the task of not only developing and promoting such products and services, but also teaching how to use these technologies correctly consume. The issue of increasing the level of digital literacy is acute here - this is something that we all, industry and government, must constantly invest in. And this problem, among other things, is solved by the Digital Dictation project.”

One of the most important areas of work of the Coordination Center for TLD .RU/.РФ, a partner of the All-Russian Dictation, is educating and improving the information literacy of Internet users.

“In my opinion, the regions are well acquainted with educational IT projects, including the All-Russian Digital Dictation campaign. Participants from different regions of Russia show good results in their knowledge of the digital environment, thereby increasing the digital literacy index of their region.

All our organizations work with different age groups in the area of cyber literacy. Teenagers are the most confident in their knowledge, but in practice the situation is worse. Therefore, both specialized experts and psychologists call for educational activities in the field of digital human hygiene. “Digital Dictation” is precisely one of its tools, and the Coordination Center for TLD .RU/.РФ is ready to support it, including as part of the content, offering highly specialized questions about domain name management for the campaign,” said Andrey Vorobyev, Director Coordination Center for TLD .RU/.РФ.
