Registries Should Support Youth Engagement In Internet Governance

On the second day of the 83rd Asia Pacific Top Level Domain Association (APTLD 83) conference, Vadim Mikhailov, Infrastructure consultant of the Coordination Center, took part in the “Technical: Automated Detection of Malicious Registrations” section and spoke about proactive methods for their detection.

He noted that classical (reactive) methods are based on the detection of malicious activity that has already occurred, and their main disadvantage is the reaction time, during which the number of victims of the malicious domain grows. However, today there are prediction methods that can determine with a high probability that a domain is being registered for malicious activity.

“One of these methods is the analysis of registrant contact information, based on the detection of suspicious contact information or combinations thereof. You can also use the analysis of delegation parameters and domain history, the reputation of the registrar company and the measurement of the level of similarity between new and existing domains or a given set of words. And the more methods are used together, the more accurate the result will be,” Vadim Mikhailov said.

Also, the chairman of the Youth Council of the Coordination Center Andrey Aleinikov and the specialist of the external communications department Pavel Pozdnyakov took part in the conference in a remote format. Together with the participants of the “Policy: ccTLDs and Internet Governance for Youth” panel, they discussed what ccTLD registries can do to support youth programs and where they can find resources to implement best practices.

“Registries need to consolidate experience, knowledge and resources in order to keep youth engaged in Internet Governance. Of course, they should not do everything alone: this should be done in close conjunction with the state and business,” said Pavel Pozdnyakov.

Recall that the Asia-Pacific Association of Top-Level Domains (APTLD) unites more than 50 national registries of the region, including the registries of the largest national top-level domains: Russia, China, India and other countries. APTLD was established in 1998 and is one of four regional ccTLD registry organizations. Members of the Association have accumulated extensive experience in the development of national domain zones, the development of advanced approaches to cybersecurity issues and ensuring the sustainability and stability of the national domain space management system, the practice of using the Internet for the purposes of socio-economic development.
