APTLD 82 Conference Opens In Oman

On October 26, the 82nd Asia-Pacific Top-Level Domains Association (APTLD 82) Conference opened in Oman with more than 180 registered participants. Almost half of the participants attend the conference offline. The conference will last 2 days, its program will include plenary sessions, panel discussions, working sessions and discussions.

A delegation of the Coordination Center for TLD .RU/.РФ takes part in the conference. On October 26, Irina Danelia, Deputy Director of the Coordination Center, took part in a panel discussion dedicated to the key performance indicators for the work of registries. She discussed how the Coordination Center's Development Strategy was created and changed, and how the publication of this document affected the behavior of the Russian registry. She also discussed the experience of the Center in evaluating the effectiveness of its work and the work of registrars.

During the session, there was an interesting debate about whether it is always beneficial to measure the performance of a registry or registrars, whether it is actually necessary to work toward achieving the stated KPIs, and whether it is worthwhile to compare the performance of various registries that may have very different domain name registration policies.

Vadim Mikhailov, Consultant of the Infrastructure Coordination Center, made a presentation at the section devoted to ways and means of stability improvement of registries. He spoke in detail about the implementation of the Data Escrow mechanism and the developed backup domain registration system to improve the reliability and resiliency of TLDs, and also touched upon the problem of monitoring the key functions of TLDs registries due to the lack of full-fledged tools and the need to develop their own monitoring systems.

Olga Baskakova, Project Manager of the Coordination Center for TLD .RU, addressed the section dedicated to the fight of registries and registrars against DNS abuse. Olga presented the results of the work of the Coordination Center’s projects devoted to security issues - Netoscope and Domain Patrol. Thus, according to the results of the Q3 of 2022, the Netoscope project came to the attention of more than 5 million second- and third-level domain names that are suspected of illegal activity, while more than 4 million of them are the so-called “malware”. Also, the Domain Patrol, which is a platform for connecting registrars and competent organizations, reports that in 9 months of 2022, registrars received 9696 requests from competent organizations regarding malicious resources, and more than 90% of them relate to phishing. “This is in line with the global trend – the problem of phishing has come to the fore all over the world, and the number of such resources is steadily growing not only in the .RU and .РФ, but also in other zones. Fraudulent schemes and algorithms are changing and developing, but we, for our part, are ready for new solutions in the field of ensuring the security of the domain space,” Olga Baskakova noted.
