SPECTR-2022 Discusses Plans For The Development Of The Communications Industry In The Context Of Sanctions Restrictions

The XXI Forum "Regulation in the Field of Infocommunication Technologies" (SPEKTR-2022) started meeting in Sochi on October 25. More than 700 state officials, leaders of telecoms and Internet firms attended the meeting, where they discussed new ways that business and government may work together effectively and developed policies to promote and advance the sector while it is subject to sanctions constraints. Experts from the Coordination Center for TLD .RU/.РФ also have taken part in the Forum.

Greetings to the participants were sent by First Deputy Chief of Staff of the Presidential Administration Sergei Kiriyenko, Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko and Head of the Ministry of Digital Development Maksut Shadayev. Also, the head of the Office of the President of the Russian Federation for the development of information and communication technologies and communications infrastructure Tatyana Matveeva and the head of Roskomnadzor Andrey Lipov welcomed the participants.

In his welcoming speech, Deputy Prime Minister Dmitry Chernyshenko paid special attention to the development of plans for the development of the communications industry, which he instructed the relevant ministries. Development will take place in such key areas as the development of a plan for strategically important technologies, based on the objectives of the country's technological sovereignty; development of a long-term frequency plan in relation to the selected technologies and the international distribution of the spectrum in order to concentrate efforts on the creation of domestic equipment; development and creation of trusted equipment and software for communication networks; development and creation of domestic ECB for communication equipment; prospects for the development of international cooperation, including in the interests of exporting domestic solutions to friendly countries.

“We need flexible and prompt adjustments including in the field of regulation, aimed at removing administrative barriers and restrictions for working in the new conditions. Our focus is still on the development of promising technologies: testing of 5G networks, research in the field of 6G networks, quantum communications, hybrid communications networks. We have a large amount of work ahead, aimed at the future,” said Dmitry Chernyshenko.

The head of Roskomnadzor Andrey Lipov announced an increase in the number and power of attacks on the information infrastructure of the Russian Federation since the beginning of the military operation, the Center for Monitoring and Managing of the Public Communications Network in practice demonstrated the possibility of using its tools to repel attacks. The Center, in cooperation with the National Computer Incidents Response & Coordination Center (NCIRSS, created by order of the FSB) and telecom operators, participated in the protection against DDoS attacks on critical infrastructure. In particular, technical threat countermeasures installed at cross-border communication nodes were used to filter DDoS traffic. With their help, thousands of attacks on the information resources of federal and regional authorities, the portal of public services, and financial sector organizations were repelled.

The head of Roskomnadzor also said that it is necessary to develop a transparent and user-friendly model for assessing the quality of communication services in Russia. “This topic is announced in the forum program. We ask you to pay special attention to it, to develop a single, simple and understandable approach for everyone, which will subsequently form the basis of legal regulation of the assessment of communication quality,” Lipov said.

The Coordination Center for TLD .RU/.РФ is a partner of the event, and tomorrow Coordination Center’s Director Andrey Vorobyev will talk about a proactive approach to detecting malicious domain name registrations. There is also a stand in the lobby where participants can communicate with experts of the Coordination Center and learn more about the projects and initiatives of the Coordination Center.
