Almost 90 million Russians use the network every day

On October 12-13, 2022, the Russian Association of Networks and Services (RANS) held the XXII annual conference "State and Prospects for the Development of ICT Infrastructure". Conference participants meet with leaders of the industry and organizations working in the field of ensuring trust and security in the use of ICT, discuss current trends in the development of ICT infrastructure, strategies for improving the regulatory and legal framework, and receive information about ongoing and planned projects in this area.

The Coordination Center for TLD .RU/.РФ has become the general partner of the event and held a round table "Russian Segment of the Internet". The participants of the round table discussed issues of support and administration of the root space of domain names, issues of security, connectivity and reliability of the infrastructure of the Russian segment of the network, as well as other topical problems and ways to solve them.

Andrey Vorobyev, Director of the Coordination Center, spoke about the key trends and changes in the global and Russian domain market in 2019-2022, as well as the current performance of Runet while opening the discussion. He noted that Russia has been among the top five countries with the largest Internet market for many years in a row, and the monthly audience of Runet exceeds 100 million people – more than 80% of the country's population. “About 90% of Russian users go online every day, and among young Russians aged 12-24 this figure is close to 95%. And today, more than ever, it is important for us to focus our attention on ensuring Internet security for every Russian user. We are also faced with new threats, which also require a solution to be confronted,” Andrey Vorobyev noted.

Irina Danelia, Deputy Director of the Coordination Center, briefed the participants on the progress of the project for connecting Russian accredited registrars to the ESIA, and also spoke about the main provisions of the recently adopted by the ICANN Board "Policy for the decommissioning of ccTLDs". Andrey Kuzmichev, General Director of RU-CENTER, shared his practical experience of the company's participation in the project of connecting registrars to the ESIA.

Infrastructure Consultant of the Coordination Center Vadim Mikhailov presented the possibilities of a proactive approach to detecting malicious domain name registrations. He talked about the classic approach to detecting malicious domain names, which is no longer relevant today, and demonstrated modern methods for detecting a domain name registration with a malicious intent - based on contact information analysis, based on delegation parameters analysis and based on string spacing between domain names. He also gave examples of prototype systems for proactive detection of malicious domains and spoke about the difficulties encountered in the implementation of such projects.

The section was continued by the speech of Alexey Rogdev, General Director of the Technical Center of Internet. He spoke about the problem faced by many Russian banks and companies - the revocation of TLS certificates, as well as the difficulties of organizing their issuance in Russia.

General Director of MSK-IX Evgeny Morozov spoke about the company's activities in the new conditions. He noted that today the fight against incessant attacks on the DNS infrastructure is at the forefront.

The sections were completed by the speeches of the Director of ROCIT Rustam Sagdatulin on the main threats to the Internet environment and the Director of the Research Institute "Integral" Alexander Chernyshov on the first results of the Anti-Phishing information system launched by the Ministry of Digital Development in the summer of 2022.

Also at the conference there was a stand of the Coordination Center – participants can learn about the projects and initiatives of the Coordination Center, as well as about the structure and processes of Internet Governance, the methodology for assessing the cost of domain names and the rules for safe behavior on the network.
