Creating and improving the security ecosystem is a continuous process

The 15th International Forum, “Partnership between the State, Business and Civil Society in Ensuring International Information Security” opened at the Foreign Ministry’s Diplomatic Academy on September 27. It was organized by the National Association of Information Security and is being held in the hybrid format.

The participants are discussing priority areas and urgent problems of global, regional multilateral and bilateral cooperation in ensuring cybersecurity, as well as the existing and potential threats to order and security in the ICT environment and necessary measures for maintaining strategic stability.

In his welcome speech at the forum, Secretary of the Russian Security Council Nikolai Patrushev said: “During its 15 year history, the forum has by right become one of the most prestigious expert venues, a place where constructive ideas aimed at a specific result are born.”

Participants in the plenary session noted that prompt international exchange of information on computer incidents is vital for a timely response and plays a key role in countering attacks by violators. They also noted that the transparency of the evidence base makes it possible to avoid false accusations at the government level while the attribution of incidents in the ICT environment is crucial for understanding the current threats to information security. The speakers emphasized that the experts must not underestimate the importance of technical cooperation, in part, at the CERT/CSIRT level.

The forum will last for three days. First Deputy Director of the Coordination Center for TLD .RU/.РФ Vladimir Gorzhaltsan spoke at the forum on September 28. He took part in the roundtable discussion, “Ensuring the security of critical information infrastructure objects.” Mr. Gorzhaltsan spoke about major threats in the DNS environment and the Coordination Center-created security ecosystem of the Russian national domain zone. New threats in the DNS environment and measures to counter them were discussed at the recent TLDCOM 2021 conference. In addition, the Coordination Center is developing its own projects to reveal and curb the illegal use of domain names. These include the Domain Patrol and Netoscope projects, the institute of competent organizations and monthly monitoring of coronavirus-related domains.

Mr. Gorzhaltsan also noted in his speech that the creation and improvement of the security ecosystem is a continuous process in which young people must be involved. As an example, he noted the summer school of internet governance, which the Coordination Center held for the second time in 2021, and the activities of the center’s Youth Council. Thus, this year the Foreign Ministry’s Diplomatic Academy and the School of International Cybersecurity has held three joint events, including the youth forum “Internet governance. First forums and models.”
