The 11th Russian Internet Governance Forum (RIGF 2021), organized by Coordination Center for TLD .RU/РФ, has updated its tentative program https://rigf.ru/prog/. The forum will take place on April 7-9, 2021, with its three-day program consisting of seven working sessions. The sessions will cover all kinds of topics from data sovereignty and building a system of trust in digital products to user agreements and artificial intelligence (AI).
A list of the forum’s key speakers has been published as well. On the first day of the forum, participants are invited to attend the sessions “Internet governance” and “Data sovereignty.” The “Internet governance” session will be moderated by Jovan Kurbalija, Executive Director of DiploFoundation, and Andrey Vorobyev, Director of the Coordination Center for TLD .RU/.РФ. The participants will discuss a report on international cooperation in the digital era, entitled “The Age of Digital Interdependence,” which was prepared by the independent High-Level Group at the request of the UN Secretary-General. In 2018-2019, Jovan Kurbalija was the executive director of this group and is one of the authors of the report. The discussion will include Tatyana Matveyeva, Chief of the Presidential Directorate for the Development of Information and Communication Technology and Communication Infrastructure at the Presidential Executive Office; Rashid Ismailov, President of VimpelCom; Wolfgang Kleinwächter, Professor Emeritus of the University of Aarhus (Denmark) and member of the Global Commission on the Stability of Cyberspace (GCSC); and Kathryn Carver, ICANN Senior Vice President for Government and Intergovernmental Organization (IGO) Engagement.
The session “Data sovereignty” will be moderated by Mikhail Yakushev (Higher School of Economics). Data sovereignty is the idea that data is subject to the laws and governance structures in the country in which it is collected. The participants will discuss how the concept of data sovereignty is linked with data security, cloud computing and technological sovereignty. The new legal field regulating various types of data will be discussed by Bertrand de la Chapelle (France), Executive Director of Internet & Jurisdiction Policy Network; Nikolai Dmitrik, Head of the Laboratory for Legal Informatics and Cybernetics at the Legal Faculty of Moscow State University; and other participants.
The second day of RIGF 2021 will be devoted to internet security and the economy of internet business. On April 8, the forum will open with the session “Cybersecurity: Attributing cyberattacks on the internet. Myths and facts.” It will be moderated by prominent cybersecurity expert Alexey Lukatsky (CISCO). During the discussion, the participants – leading Russian and foreign experts on cybersecurity – will consider whether it is possible to precisely identify cybercriminals. They will talk about modern approaches to cyber attribution, describe judicial nuances of cybercrime investigations, cite real-world examples and finally answer the question of how to improve cybercrime attribution. The floor will go to Liis Vihul (Estonia), Head of Cyber Law International; Sergey Golovanov, leading expert at Kaspersky Lab; Alexander Kalinin, Head of Group IB at the CERT-GIB Rapid Response Center; and Alexey Pavlov, representative of SOLAR SECURITY.
The theme of security and trust will continue in the concluding session of the second day of the forum. At the session “International cooperation: Building a system of trust in supply chains,” participants will explain how to ensure trust in ICT products and services and find a viable model of cooperation between states, IT communities, manufacturers and researchers for elaborating norms, standards and rules to regulate this industry. Andrei Yarnykh, Head of GR and Strategic Projects at Kaspersky Lab, will speak at the session.
On its final day, the forum will host the session “User agreements with internet platforms: How can the rights of Russian users and the state’s interests be protected?” It will be moderated by Anna Dupan, Head of the Institute of Legal Regulation at the Faculty of Law of the National Research University Higher School of Economics. Internet platforms censor the content and occasionally delete information posted by famous users and block their accounts. These social media practices cannot go unnoticed. The participants will discuss how to overcome the inequality in the legal status of an internet platform and a user. They will establish the conditions under which the relations between users and internet platforms may be subject to Russian law and share the Russian and foreign experience of legal regulation of user agreements and content.
The speakers will be Karen Kazaryan, Chief RAEC Analyst , and Yelena Zayeva, Head of the Department for Communications and Information Technology Regulation at the Federal Anti-Monopoly Service.
