On February 4, Infoforum 2021, national cyber security forum, opened in Moscow. The forum is traditionally held in early February to coincide with international Safer Internet Day. The Coordination Center for TLD .RU/.РФ co-organized the themed session, “Russia in the digital world,” inviting representatives from the Russian Security Council, the Ministry of Digital Development, Communications and Mass Media; the CSTO Parliamentary Assembly; the SCO Secretariat; and leading ICT companies. The discussion was moderated by Coordination Center Director Andrey Vorobyev, Director of the Foreign Ministry Department of International Information Security Andrey Krutskikh, and Citadel Group of Companies Vice President Boris Miroshnikov.
Session participants discussed trends and new forms of cybercrime, using digital solutions in corporate, domestic political and international conflicts, as well as Russia’s contribution to international information security.
In his report “Preserving the core of the internet global network: Responsible approach,” Andrey Vorobyev spoke about the concept of cyberspace stability developed by the Global Commission on the Stability of Cyberspace (GCSC). In particular, it says that the general availability or integrity of the public core of the internet is fundamental to the stability of cyberspace, and state and non-state actors should not engage in or knowingly allow activities that intentionally do significant damage to it. “Due to the increasing incidence of cyberspace abuse, urgent measures must be taken to ensure its stability. Both the concept of cyberspace stability and the related concept of international stability require a shared vision, where all parties recognize that geopolitical differences and changes affecting cyberspace must be managed in relative peace,” said Andrey Vorobyev.
The Coordination Center director also talked about the basic principles of cyberspace stability: responsibility, restraint, requirement to act, and respect for human rights. Building on these principles, the GCSC has proposed eight norms designed to better ensure the stability of cyberspace focusing on technical issues that are fundamental to it. Some of these norms will be discussed at the upcoming Russian Internet Governance Forum (RIGF 2021) in April, hosted by the Coordination Center for TLD .RU/.РФ.
The forum was also used to present the Coordination Center’s cybersecurity projects such as the institute of competent organizations, the Domain Patrol and its latest release: the Domain Security Alphabet bulletin, which is written for domain registrants.
This bulletin says what should be remembered and taken into account to protect a domain name and its related data. The Coordination Center’s Project Manager Olga Baskakova elaborated on the initiatives aimed at fighting illegal resources and protecting Russian users’ security.
