Effectiveness of cooperation with competent organizations proven by statistics

On November 3, the traditional annual working meeting between representatives of organizations the Coordination Center named competent in identifying infringements on the internet, accredited registrars and registries of the Russian TLDs. This year it was held online for the first time.

In his opening remarks, Coordination Center Director Andrei Vorobyev noted that this year the combat against illegal content and abuse of the domain system had become especially important due to the pandemic and was discussed at international ICT conferences.

“Recently telecommunications operators, TLD registries and domain registrars have shown increasing need in strategies to identify and prevent abuse on the internet, and the Coordination Center together with international and regional organizations is working towards this. Regional conferences provide an opportunity to keep up with the development of technologies aimed at preventing abuse and exchange experience with our colleagues and partners,” Andrei Vorobyev said adding that invited registrars’ and competent organizations’ experts are to take part in ENOG 17 and the EE DNS Forum to be held online in November.

The Coordination Center’s Special Project Manager Yevgeny Pankov summed up the results of competent organizations’ work in 2020. He said that since quarantine restrictions were put in place, the organizations have seen a constant growth of requests to competent organizations and registrars, and 2020 will see the highest number ever.

“These numbers prove the effectiveness of cooperation between registrars and competent organizations,” Yevgeny noted. He also showed examples of practical cooperation and spoke about the most frequent mistakes made when preparing a request.

The meeting also focused on the update of the information system established by the Coordination Center to automatize the cooperation between competent organizations and registrars. Head of the Domain Patrol Project Olga Baskakova presented the new version of the system and said that its introduction will help make the cooperation even more effective. Head of the Coordination Center Department for Interaction with Registrars and Users Georgy Georgiyevsky said that the list of participants in the mechanism used to combat illegal websites will expand soon, and two more domain registries will join the information system and interaction with competent organizations: FAITID (.COM.RU, .RU.NET and others) and RosNIIROS (.SU).

Head of Group-IB CERT-GIB Alexander Kalinin also delivered a speech: he talked about how domain is captured during phishing attacks, and how hosting providers, registrars and domain owners can counter attackers.

In conclusion, the most interesting cases of cooperation between competent organizations and registrars were discussed. The largest registries’ lawyers shared the results of their analysis of competent organizations’ requests to registrars and talked about the most frequent problems of cooperation and ways to solve them.
