On October 29, 2020, the Diplomatic Academy of the Russian Foreign Ministry hosted a scientific and practical seminar on the problems of the practical application of rules for responsible state behavior in the ICT environment, held online by the National Association for International Information Security (NAIIS). Experts of the Coordination Center for TLD .RU/.РФ took part in the seminar.
Attending the seminar, chaired by Vladislav Sherstyuk, president of the National Association for International Information Security and advisor to the secretary of the Russian Security Council, were over 25 notable Russian scientists and experts studying national and international problems of international security as well as graduate students from Lomonosov Moscow State University and MGIMO University interested in the topic.
In his opening remarks, Vladislav Sherstyuk noted that the world first learned about the problem of information security in 1998 from the US and Russian presidents’ Joint Statement on Common Security Challenges at the Threshold of the 21st Century. This document was the first to outline the problem of international information security.
Professor Anatoly Streltsov, a member of the association’s presidium and the department head of the Institute of Information Security Issues at Lomonosov Moscow State University, delivered a report where he presented the main results of a project of the International Information Security Research Consortium (IISRC) (headed by Vladislav Sherstyuk) carried out by experts of Lomonosov Moscow State University (Russia), Cyber Policy Institute (Estonia), the EastWest Institute (US), the and the ICT4Peace Foundation (Switzerland). The project was dedicated to the practical application of rules for responsible state behavior in the ICT environment approved by resolutions of the UN General Assembly. According to the seminar participants, the international project’s results can be used to improve the system of international regulation in the ICT environment to help reduce escalation in the global information space and increase the effectiveness of applying international law to resolve dangerous incidents at critical information infrastructure. The participants recommended the NAIIS to continue the complex study of political, legal and technical problems of the practical application of rules for responsible behavior in the ICT environment based on the consolidation of interested Russian and foreign nongovernmental organizations’ expert potential. The seminar’s recommendations are expected to be discussed at the next meeting of the NAIIS Presidium.
