Coordination Center Council approves amendments to Domain Disputes Regulations

On December 17, 2019, of the Coordination Center for TLDs .RU/.РФ Council held a regular meeting. Its agenda included amendments to the сenter’s documents as well as financial and administrative issues.

The council amended the Regulations on Procedures Used in Cases of Domain Name Dispute. Work on the document was carried out during the entire 2019 by a separate Working Group with employees of the Coordination Center and representatives of accredited registries. Chair of the registries’ committee Ilya Poyarkov said at the council’s meeting that the committee supported the amendments.

The amendments specify the time frame and procedure for registrars to apply pre-trial restrictions on the use of domain names at the rights holder’s request, as well as restrictions on the use of domain names in case of a court dispute after the start of legal proceedings and in the absence of a court ruling in the case. This means the updated regulations have a clearer structure, and its provisions are easier to understand and use for all the parties.

The participants in the meeting approved the regulations on the special status of the gov.ru, kremlin.ru, government.ru, президент.рф and правительство.рф domains in the new edition based on Article 2.16 of the Rules of Domain Name Registration in .RU and .РФ. These regulations envisage a range of protection mechanisms to ensure the functioning of these domains.

It has been 10 years since the registration opened in .РФ. The council cancelled the regulations on the reservation of second-level domain names in .РФ for government needs, which expired on November 30, 2019, with some part of the reserved domains remaining unclaimed, so it was decided to prolong the reservation by amending Article 3.4 of the Rules of Domain Name Registration in .RU and .РФ. The accredited registrars will be notified no later than 30 days before the amended rules come into effect.

In addition, the council members approved the financing of the Smart Internet Foundation to support network initiatives. The Smart Internet Foundation develops children’s internet in Russia, supports cultural projects on the web and manages .ДЕТИ, a domain for Russian-language websites for children and about children.

In conclusion, the council members approved the center’s financial plan for 2020 and discussed several administrative issues.
