On September 24-25, Sochi is hosting the 19th International Forum: Regulation of Information and Communication Technologies https://spectr-forum.com 2019 SPECTR. The SPECTR Forum is one of the oldest forums in the industry. Being held for the 19th time, it has turned from a highly specialized event into a platform where a range of opportunities and development directions for the information and communications industry are discussed. The forum program includes panel discussions on current challenges in the media and development of the internet domain space and personal data. The Coordination Center for TLD .RU/.РФ is a 2019 SPECTR partner and held a session called .RU Domain –Territory of Trust.
The forum was opened by Roskomnadzor head Alexander Zharov. In his welcome speech, he noted that domain space development is a very important topic that should be given great attention. In addition, Zharov said that DNS "is one of the main areas of the internet public core - the infrastructure that ensures the global network." In conclusion, Zharov expressed the hope that the Coordination Center’s session would become a tradition at the SPECTR Forum.
The main topic at the .RU Domain – Territory of Trust session, held on September 25, was the features of the Russian ccTLD. The session was included in the list of events dedicated to the 25th anniversary of .RU. The session was held by Coordination Center director Andrey Vorobyev and deputy head of Roskomnadzor Alexander Pankov. Speakers revealed the implications of the concept of trust when working with domain names. The program included reports on the reliable and stable operation of the domain zone, the fight against illegal content, and the analysis of the popularity and prevalence of the .RU domain among Russian and foreign users.
The Coordination Center was represented by three speakers at the session: director Andrey Vorobyev, first deputy director Vladimir Gorzhaltsan and deputy legal director Sergei Kopylov. Andrey Vorobyev spoke about working with the expert community while ensuring trust in the national domain zone. As an example, he spoke about competent organizations, which have been operating for many years under the Coordination Center. These organizations collect and analyze information about websites that distribute malware, phishing, botnet management and other illegal activities. They are entitled to independently apply to the registrar accredited in .RU/.РФ with a request to remove a domain from delegation. Thus, the use of the domain name for illegal purposes is terminated.
Andrei Dumansky, head of the interaction and response department for computer attacks monitoring and responding in the credit and finance sphere at the Bank of Russia, shared experience in countering phishing resources as a competent organization. He noted that the self-regulatory mechanism has worked well for domains in the Russian jurisdiction: 95% of FinCERT's requests to registrars receive timely positive feedback.
“The size of the national domain zone (.RU ranks 5th in the world in terms of the number of domain names, and in total there are more than 6 million domain names in the Russian domain space) require us to be very careful in matters of cybersecurity. Working with the professional expert community is an important factor in the development of Russian national domains. Statistics from our competent organizations demonstrate how useful this cooperation is for our users, and how much more secure the Network has become for them,”said Andrey Vorobyev.
Vladimir Gorzhaltsan reported on a study conducted by the Higher School of Economics at the request of the Coordination Center. He spoke about the new data obtained during the study, giving a number of figures that characterize the state of and development of trends in the Russian domain industry. Sergei Kopylov in his speech addressed the issues of changing approaches to the regulation of data on domain name administrators and talked about the joint work of the Russian domain registry and Roskomnadzor in this area.
Presentations on new tools to ensure a trusted environment in Russian ccTLDs were given by TCI director general Alexei Rogdev and MSK-IX director Yelena Voronina. They spoke about current and future projects on developing the infrastructure of Russian domains and ensuring their safe and stable operations. The session ended with a speech by executive director of the Association of Documentary Telecommunications Alexander Ivanyuk, in which he spoke about the joint project of the association and the center on developing a common domestic module for IT courses. In the new academic year, this course was included in the curriculum for MTUCI students.
Summing up the session, Roskomnadzor deputy head Alexander Pankov emphasized that the regulation of relations arising in connection with internet use requires a very careful and balanced approach, combining a package of the latest technological tools with detailed regulation. Such meetings for professionals are designed to help make work in this area as efficient as possible, taking into account the views of all interested parties.
