Cooperation between Russian and Vietnamese registries will continue

The managers and experts of the Coordination Center for TLD .RU/.РФ have met with a visiting delegation from the Vietnam Internet Network Information Center (VNNIC), the National Internet Registry in Vietnam that manages the national top-level domain .VN.

VNNIC is planning to develop marketing programs to promote the .VN domain. In particular, the plans include price adjustments for registration and renewal of domain names in the national domain. Therefore, the Vietnamese delegation was extremely interested in the Russian registry’s experience and its research on the elasticity of demand for domain names. The Coordination Center experts shared the details of the research they have done, as well as what preparations were made before changing the cost of registering domain names in TLD .RU.

The participants discussed ways to ensure the stability and reliability of the internet, in particular, their national segments. The Vietnamese experts carefully studied the experience of Russian organizations that service mirrors of root servers. They also focused on how this could affect the quality of the internet infrastructure. In September 2016, in Hanoi, Vietnam, the Coordination Center for TLD .RU/.РФ and VNNIC signed a memorandum of cooperation.

The national registries of Russia and Vietnam have agreed to cooperate in working out a strategy for the development of domain zones, the policies and rules for the registration of domain names, and information security. The memorandum provides for the exchange of information, experience and best practices for the development of methods and new tools for processing statistical information and collecting and analyzing data on the operation of domain zones.

The memorandum expires in 2019, so the parties discussed what additions are needed. The Russian and Vietnamese registries agreed that cooperation between the TLD administrators of the two countries should continue, and they scheduled the signing of a new memorandum for next fall.
