Fighting disinformation is topical issue for entire internet community

The Coordination Center for TLD .RU/.РФ took part in the RIPE 78 conference held on May 20-24 in Reykjavik, Iceland. The conference was attended by almost 750 experts from 60 countries, with 163 of them taking part for the first time. Experts and heads of regional registries and ICANN as well as representatives of international organizations such as the Council of Europe and ITU, technical experts and IT companies’ heads and mangers also attended.

This conference marks RIPE’s 30th anniversary. The community’s first meeting was held on May 22, 1989, and only 14 people attended in order to coordinate IP networks in Europe. This meeting was in effect the beginning of the development of the internet in the region. Today, RIPE meetings attract large numbers of people from all over the world who share an interest in the development of the internet.

The Coordination Center for TLD .RU/.РФ regularly takes part in international conferences held by RIPE. This year, the conference focused on the distribution policy of the remaining blocks of IPv4 addresses that will be exhausted this November even when the reserves are taken into consideration. In addition, the participants discussed cooperation in countering fake news and other disinformation as well as ways to prevent abuse on the internet.

During the meeting on cooperation between political institutions, public organizations and businesses in countering disinformation on the internet, Head of the Council of Europe’s Information Society Department Patrick Penninckx spoke about how businesses and democratic institutions could cooperate to fight disinformation and other problems. He noted that the Council of Europe’s Internet Governance Strategy 2016–2019 recognized the important role played by internet companies in addressing topical tasks of the digital era. His report focused on the Council of Europe’s cooperation with the largest international internet and telecommunications companies as well as the events held by the council as part of this cooperation.

The fight against undesirable content on the internet was also discussed at the meeting of the RIPE Anti-Abuse Working Group. Samaneh Tajalizadehkhoob, ICANN, spoke about the DAAR project: a system for reporting on the registration of domain names that pose a security threat. DAAR is fairly similar to the Coordination Center’s Netoscope project: it also supports a database and information exchange on malicious websites. Tajalizadehkhoob noted that there was increasing demand among operators, TLD registries and registrars for strategies to detect and prevent abuse on the internet, and DAAR developers were working on this.

Interesting issues were also discussed at a meeting of the DNS Working Group. The participants expressed their views on the current stage of development of DNS and spoke about the completion of the KSK rollover as well as their efforts to provide DNS confidentiality. They also presented Unwind, a local DNS resolver for mobile devices. “Participation in the RIPE conference is an opportunity to stay on top of the development of the modern internet and exchange experiences with colleagues and partners,” said Director of the Coordination Center for TLD .RU/.РФ Andrey Vorobyev. “We can see that all countries and organizations face the same problems on the internet, and we can only solve them by working together.” He also noted that the center regularly supports RIPE events, and that the next one, the ENOG 16 / RIPE NCC regional conference, was to take place in Tbilisi, Georgia, on June 3–4, 2019.

The Coordination Center for TLD .RU/.РФ often hosts large-scale international events. For example, this July, the Center will host the 10th Asia Pacific Regional Internet Governance Forum (APrIGF 2019) in Vladivostok, and APNIC Director General, member of the Multistakeholder Steering Group (MSG) Paul Wilson invited RIPE conference participants to take part in it.

The next RIPE 79 conference will take place on November 14-18 in Rotterdam, the Netherlands.
