CSF 2019 to make the world a little better

On February 14, Cyber Security Forum 2019 (CSF 2019) was held in Moscow. The Coordination Center for TLD .RU/.РФ is a regular forum partner, and Coordination Center specialists talk about the work being done to ensure security in the Russian domain space.

The forum is a key part of Safe Runet Week, the official Russian series of events on Safer Internet Day. The theme for 2019 is Safe Internet in the Future, and it covers current cyber security issues: personal data, financial security, confronting mass cyber threats and maintaining a positive and secure content environment for Runet users.

Opening the CSF 2019, Leonid Levin, Chairman of the State Duma Committee on Information Policy, Information Technologies and Communications, noted that cyberspace today is not only advanced research and modern technologies, but also the environment that these technologies form.

“The cyber environment changes priorities and peoples’ behavior and is everywhere in our daily lives, thus the IT community should be aware of its responsibility for developing cyberspace and pay more attention to the study of criminal activity on the network. The priority for all of us should be the security of the public,” said Leonid Levin. He also brought up the need to improve the digital literacy of Russians. “We need a single national standard under which a person could receive the status of qualified internet user,” Levin said.

Andrey Vorobyev, director of the Coordination Center, talked about the changing approaches to the global internet regulation. He noted that the Russian approach (and the European one, which coincides with it in many ways) is to rely more on international supranational agencies while observing agreements on security and stability.

“Speaking at IGF 2018Leonid Levin proposed a kind of “cyber UN,” which would not just coordinate the efforts of different countries, but also work with industry agencies, for example, it could unite CERTs around the world. Such an organization could help in working with international agencies that have clear jurisdiction (for example, ICANN),” Andrey Vorobyev said.

Vorobyev also talked about the tendency to develop territorial blocs of countries that have mutual assistance and support agreements for information security incidents, and a number of new international documents that appeared in late 2018, which were initiated by representatives from Europe, Asia, and America. It will become clearer this year how well these documents work while reflecting the point of view of so many countries.

In conclusion, Vorobyev invited the participants of CSF 2019 to the upcoming events of the Coordination Center: RIGF 2019, APrIGF 2019, and TLDCON, and recalled that 2019 is the 25th anniversary of the .RU domain, and that the anniversary will be celebrated on many sites.
