A working meeting was held on October 30 at Deworkacy Business Space, bringing together accredited registrars and competent organizations working with the Coordination Center for TLD .RU/.РФ. The meeting’s agenda revolved around the information system created by the Coordination Center with the view to automating interactions between competent organizations and registrars, and included an exchange of views on the system’s performance since its launch, as well as proposals to improve and expand its functionality.
According to head of special projects at Coordination Center for TLD .RU/.РФ Eugene Pankov, the new system has already enabled competent organizations and registrars to enhance the efficiency of their interactions. “Launched three and a half months ago, the system processed more than 2,300 applications, which means that we were able to confirm that it accelerates and streamlines our work in significant ways. Processing now takes less time, since all applications are submitted in a single format.”
In addition to this, the participants discussed legal challenges that may happen to arise between registrars and competent organizations. The participants discussed ways of responding to a situation where a registrar refuses to delete a domain or if the registrar combines its role with that of a hosting provider. Another topical matter is the time it takes the registrar to respond to an application. While competent organizations usually expect this response to be almost instantaneous, registrars proposed setting a reasonable timeframe for reviewing applications in order to be able to access the situation. Both sides, the registrars and the competent organizations, expressed their wishes regarding these interactions and shared their comments and observations on ways to further try and improve as well as expand the system.
The Coordination Center for TLD .RU/.РФ has been working with competent organizations tasked with identifying online violations since 2012. These competent organizations submit to the Coordination Center and accredited registrars information about websites containing illegitimate content, as well as report on phishing attacks, unauthorized access to information systems and the spread of malicious codes from domain names within .РФ и .RU. zones. Registrars are entitled to suspend domain names engaged in activity of this kind. Today, the Coordination Center works with nine competent organizations: Safe Internet League, Group-IB, Kaspersky Lab, Bank of Russia, RU-CERT, ROCIT, Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor), BI.ZONE and Dr.Web.
