114 domain names blocked forever

Two years ago, in October 2016, following enactment of amendments to Federal Law No. 149-FZ On Information, Information Technology and Information Security of July 27, 2006, and the new edition of the Rules for Registering Domain Names in .RU and .РФ domains, changes were made to the regulation for stop list formation. Since October 6, 2016, all domain names used as addresses for websites subject to a permanent block, as per Federal Law, and put onto the Roskomnadzor blocking list, enter a permanent stop list. It happens if information published on such website violates the rights of individuals to intellectual property.

Such an approach ensures that these domain names cannot be re-registered, and innocent users will not be able to register them even accidentally. In the past two years, 114 domain names have been put on the stop list – 44 names in 2017, and 70 names in 2018.

“The only purpose of the stop list is to prevent users from getting into a situation where the newly registered domain name gets blocked almost immediately. A user may be unaware of the fact that a particular domain name is on the Roskomandzor blocking list, and may get into a difficult situation, alongside the registrar. As for the Coordination Center for .RU/.РФ Domains, it constantly monitors the stop list to ensure it is up-to-date and promptly updates it with the domain names from the Roskomnadzor list,” says Sergey Kopylov, Deputy Director of the Coordination Center for Legal Affairs.
