Amendments introduced to documents regulating domain registration

On June 5, a regular meeting of the Council of the Coordination Center for TLD .RU /.РФ took place. The Council approved a revised version of the Accreditation Agreement and Requirements for Accredited Organization (Registrar). The documents will come into effect in July 2018 after notification of accredited registrars.

The Council made several decisions regarding the status of individual domain names in the .RU and .РФ domains. According to the decision, the Regulation on the Reservation of Second-Level Domain Names in .РФ for State Needs will expire on November 30, 2019.

Before the start of domain name registration in .РФ in 2009, about 500 second-level domain names were reserved for state needs in РФ. The list of reserved names includes names of Russian state bodies, regions, capitals and administrative centers. Administrators of most of these domain names were federal and regional government bodies, but some of them remained reserved for the Coordination Center. On December 1, 2019, the reservation of these domain names will be canceled, but before this, the state authorities, in whose interests the remaining unclaimed domain names have been reserved, will be twice notified of their right to preferential registration.

Also, the Council decided to cancel the special status of mil.ru, edu.ru, int.ru, gov.ru, ac.ru, and test.ru on September 1, 2018, and recognize the Coordination Center documents that regulate domains with a special status as void.

The Council approved a report by the Competence Center for Import Substitution in Information and Communication Technologies on the implementation of the project, Research on the Impact of Import Substitution Processes on the Security, Sustainability and Stability of Runet as Part of Building a Digital Economy in the Russian Federation, and decided to continue supporting activities of this network research organization. The Council also supported the next stage of the joint research project of the National Research University - Higher School of Economics and the Coordination Center, Internet Development Trends in Russia, an analytical study based on official statistics of international organizations and government agencies, and approved research work in 2018.

At the end of the meeting, Director of the Coordination Center Andrey Vorobyev reported on the establishment of the Youth Council under the Coordination Center; the Council members discussed the main tasks of the new body called to involve young people in internet governance processes.
