Rules for forming .RU and .РФ stop list presented to legal experts

On April 12, the Russian State Academy of Intellectual Property (RSAIP) held a roundtable discussion, Internet and Law: Today’s Challenges. The participants discussed the prospects of copyright development in the digital era, exchanged expertise in court cases on domain disputes and talked about characters and quotes used in domain names. Dmitry Afanasyev, Expert Council Coordinator of the State Duma Committee on Information Policy, Information Technologies and Communications, presented a report, Blockchain and Cryptocurrencies as Today’s Challenges, and talked about the specifics of regulating the cryptocurrency market in the Russian legal space as well as using blockchain technology.

Director of the Coordination Center for TLD .RU/.РФ Andrey Vorobyev spoke about the draft rules for forming the .RU and .РФ stop list prepared by RSAIP experts on the Coordination Center’s request. RSAIP experts also prepared recommendations on updating the current stop list. The participants in the roundtable discussion talked about the main approaches to adding names to the stop list so that registries and registrars have the same criteria.

The roundtable was also attended by Deputy Head of the RSAIP Copyright, Related Rights, and Private Law Studies Department Viktoria Savina, Internet i Pravo President Anton Sergo and Anton Gurko, an expert of the RSAIP Center for Scientific, Information, and Library Work and International Cooperation.

An extended meeting of the Legal Regulation Committee at the Coordination Center for TLD .RU/.РФ took place following the roundtable discussion. The committee members summed up the results of the survey “Developing the rules for forming a domain name stop list for .RU and .РФ and upgrading the stop list of the Coordination Center for TLD .RU/.РФ.” They also discussed legal cases related to domain disputes between copyright holders and domain administrators.
