Ministry of Telecom and Mass Communications of the Russian Federation, ANO Coordination Center for TLD .RU/.РФ and PAO Rostelecom (PJSC) have signed a tripartite memorandum of cooperation in maintaining sustainable functioning of the registration system and DNS system of the Russian country-code domains .RU and .РФ. The memorandum was signed by Andrey Vorobyev, CEO of the Coordination Center, Nikolay Nikiforov, Minister of Communications and Mass Media of Russia, and Mikhail Oseevskiy, President of PAO Rostelecom.
The memorandum lists the main principles of cooperation between the organizations in order to develop Russian domain space in the country-code domains .RU and .РФ. The parties will work to ensure the integrity, continuity, stability, sustainability and security of the operation of the Russian segment of the Internet and its critical infrastructure. One of the main objectives of the cooperation is to ensure technical and technological functioning of the DNS system of top-level domains .RU and .РФ complying with international standards as well as to improve safety of Internet use and prevent Internet use for illegal purposes. In general, the memorandum is aimed at expanding the use of Internet in Russia in the interests of users, businesses and the state.
Coordination Center for TLD .RU/.РФ keeps developing rules and other regulatory documents for domains .RU and .РФ, conducts the accreditation of registrars in domains .RU and .РФ, promotes the use of domain names in country-code domains and increases the awareness and educational level of users when it comes to Internet use. This is why it supports an educational project “Study Internet – Govern it!”. Special attention in the memorandum is paid to Coordination Center’s role in creating conditions to counter the abuse and illegal actions in country-code domain zones including through the development and support of the Netoscope project. PAO Rostelecom acting through OOO Technical Center of Internet (LLC) takes the responsibility for technical and technological functioning of the domain name system of country-code domains .RU and .РФ. The guarantee of this agreement is the Ministry of Telecom and Mass Communications of the Russian Federation. The memorandum was developed in accordance with the terms of the Cooperation Agreements concluded between the Coordination Center and the Ministry of Telecom and Mass Communications in 2009 (for domain .RU) and 2010 (for domain .РФ).
