On December 5, a working meeting of registrars accredited in the .RU and .РФ domains and representatives of organizations designated by the Coordination Center as competent in identifying internet violations was held at the office of the Coordination Center for TLD .RU/.РФ.
Opening the meeting, Georgy Georgievsky, Head of Client Service of the Coordination Center for TLD .RU/.РФ, announced the forthcoming transition in 2018 to automated interaction between competent organizations and registrars. This will help make it easier for competent organizations to submit filings to registrars, structure such filings by groups of criteria, and simplify domain registrars' information exchange with competent organizations on incidents related to illegal and harmful content in the network. This will also simplify the Coordination Center’s monitoring of interaction between competent organizations and registrars.
Representatives of registrars and competent organizations discussed situations that regularly arise in connection with the activities of the Spamhaus Project, which draws up blacklists of IP networks from which spam is sent. The activities of the organization largely do not take into account the specifics of the Russian national domains’ work. The registrars discussed with competent organizations the possibility of receiving confirmation of the reasons for terminating the delegation of domain names to which complaints are received from Spamhaus or other third parties.
Also, the center’s representatives gave the registrars recommendations on the development of regulations and other documents determining the procedure for resuming the delegation of domain names after their administrators have removed violations found or confirmed by competent organizations.
At the end of the meeting, questions from competent organizations and registrars were discussed.
