On November 14, the Coordination Center for TLD .RU/.РФ Council held its latest meeting. The Council discussed a range of issues concerning the domain name registration system.
Members of the Council approved new versions of the Rules for Registering Domain Names in .RU and .РФ domains, and the Regulation “On the procedure to be applied in supporting the transfer of domain name information between registrars.” The Council also approved the Regulation “On the procedure applicable in supporting a single transfer of information on a significant number of domain names.”
These amendments and additions to the regulatory documents were preceded by large-scale preparations and discussions, involving registrars, lawyers and experts from relevant agencies. Most of the new amendments concern the procedure for supporting the transfer of information on a significant number of domain names between registrars. This includes the transfer of information on domain names belonging to a single administrator. Moreover, the Council also approved amendments to the procedure of listing symbols that are not available for registration in .RU and .РФ domain names in a special stop-list, and specified ways of calculating time limits for action in the registry and legally relevant procedures.
“A little over a year ago we simplified the procedure of electronic domain transfer, which, in turn, significantly simplified many administrative and technical procedures. During the testing period, we have learned what the registrars have been missing, and how we can make their work even simpler. We have taken into account accumulated experience and new developments and, as we planned, implemented the procedure of a single transfer of large numbers of domains. All of this has been included in the new versions of our regulatory documents – they will be helpful and convenient for both administrators and domain name registrars, I am sure,” said Andrei Vorobyev, director of the Coordination Center for TLD .RU/.РФ.
During the meeting, members of the Council also approved funding for the Smart Internet Foundation, and the Coordination Center’s 2018 operational financial plan. They reviewed the new technological scheme of available domains, and discussed a range of other administrative issues. The question of the Coordination Center financing a number of sectoral projects in 2018 will be discussed during the Council’s next meeting.
