On October 4, the two-day 17th annual conference of the Association of Documentary Telecommunications, State and Prospects for the Development of the Russian ICT Infrastructure, opened. The Coordination Center for TLD .RU/.РФ has traditionally been a partner of the event with its experts taking part in meetings and discussions.
Deputy Director of the Coordination Center Andrei Romanov addressed the roundtable discussion, Improving Regulatory Control to Boost Introduction of New Technologies and of Information and Communication Services in the Shift to a Digital Economy. The discussion focused on new Russian and international law practices in a digital economy. Speakers talked about the proposals of the Association of Documentary Telecommunications on measures of legal, technological and organizational support for the stable and secure operation of the network in Russia in the context of the shift to digital economy.
In his address, Andrei Romanov reminded the discussion participants of the basic principles of the internet – open standards, network neutrality and access to all network resources. According to the latter, regulation shouldn’t go against these principles but meet them as fully as possible. “Three of these principles must always be considered. If you decide to break any of them, the internet will strongly resist it,” Andrei Romanov warned. According to Romanov, the global nature of the internet must be considered when drafting new legislature. Due to this, Russia’s regulatory initiatives must be harmonized with the law in other countries in this respect.
On the second day of the conference, Deputy Head of the Coordination Center’s Information Department Mikhail Anisimov will speak at the roundtable discussion The Culture of Information Security as Part of the Digital Economy. The subjects will be the cultural and educational efforts of the Coordination Center for TLD .RU/.РФ in schools, universities and libraries in Russia. The Center’s experts have been meeting with young users across Russia – in Moscow and Vladimir. Upcoming meetings will include Belgorod, Tambov and St. Petersburg. The lecturers discuss the main rules for information security for both children and parents as well as for teachers and librarians who are in constant contact with children. The events improve the digital literacy of young people, giving them better protection in their online activities.
