On September 6, The Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) hosted a seminar with representatives of the Russian media on the organization of online outlets. The seminar was attended by experts from the Coordination Center for TLD RU. The meeting focused on the changes in the sectoral legislation, the procedure for registering an online outlet as a media outlet, the legal features of registering and administering domain names, and examples of law enforcement practices in the field of violation of legislation.
Natalia Kiselyova, lawyer at the Coordination Center for TLD RU, spoke about the legal peculiarities of registration and administration of domain names that arise in the establishment of an online outlet, the peculiarities of using domains in media activities, the priority of trademarks and other aspects related to media activities. She highlighted three basic rules that should be followed when registering a domain name for an online outlet. First, if an editorship is a legal entity, then it is desirable to register the domain and hosting with the founder of an outlet. Second, it is necessary to track the registration deadline and renew a domain in a timely manner. And third, it is very important when registering a domain name to check the relevance of data provided to the registrar − incorrect data may cause termination of the domain name delegation.
Experts from the Roskomnadzor law department spoke about the responsibility for violating the federal law On Information, Information Technologies and Information Protection for sites not registered as media outlets, and on the problems of enforcing Russian legislation for sites registered as online outlets, which are covered by the Law on Mass Media. They also analyzed typical violations of legislation based on the law enforcement practices of Roskomnadzor and appeals from citizens.
