Coordination Center for TLD RU posts topical clarifications on its website

New clarifications have been posted in the Questions and Answers section on the Coordination Center for TLD.RU/РФ website. The clarifications were developed by the center’s legal department and describe in detail prosecuting a registrar as an information mediator and providing information at the request of arbitration receivers. The clarifications are related to, first of all, the staff of client and legal services of accredited domain name registrars.

In the clarification on prosecuting a registrar as an information mediator, the Coordination Center emphasizes once again that a person carrying out domain name registration (registrar) cannot be held responsible for information posted on a website, the transition to which is carried out through domain names.

The clarification on providing information at the request of arbitration receivers includes, inter alia, a thorough indication of the period within which such a request must be satisfied. The clarification reads that if an arbitration receiver’s request to obtain information, which includes personal data of domain name administrators and information about concluded agreements, meets legal requirements, it should be satisfied within seven days from the date of receipt, with the proviso of data confidentiality.

“We regularly post such clarifications on the Coordination Center’s website. They primarily relate to those issues on which we received many questions from our registrars. This means that the issues are acute and require a clear position of the Center, which will help registrars properly respond to certain requests from different agencies. Clarifications will be regularly posted,” said Sergei Kopylov, Deputy Director for Legal Affairs of the Coordination Center.
