Registrars cannot be information intermediaries

A regular meeting of the Coordination Center for TLD .RU/.РФ’s legal framework committee took place on December 22. The meeting was on developing interpretations for registrars both regarding the center’s documents and the documents registrars receive from third parties.

In particular, members of the committee discussed the proposed explanations for the rules of domain name registration in .RU and .РФ, and attorney requests and requests from insolvency practitioners that registrars receive. Special attention was paid to the current problem of holding registrars liable as information intermediaries.

All explanations adopted at the meeting will be published on the website of the Coordination Center and emailed to the accredited registrars who will use them as guidelines.

“Our activity is aimed at helping registrars in their interaction with attorneys, insolvency practitioners, copyright owners, and others. For instance, the Coordination Center adheres to its position that a registrar, given the nature of internet addressing, cannot be deemed an information intermediary. We are doing our best to inform judges and copyright owners and to convince all interested parties of the validity of this approach. I’m sure that after we publish these explanations, our registrars will find it easier to successfully defend their position in court and other agencies,” Sergei Kopylov, deputy director of the Coordination Center and head of the legal department, commented on the meeting.
