Russian, Vietnamese national registries to share best practices

The Coordination Center for TLD .РФ/.RU and the Vietnam Internet Network Information Center, VNNIC, signed a Memorandum of Understanding during a ceremony attended by Vietnamese Deputy Minister of Information and Communications Phan Tam.

The directors of Russia’s and Vietnam’s national registries, Andrey Vorobyev and Tran Minh Tan, signed the document, which lays out cooperation in working out domain zone development strategies, as well as rules and policies of domain name registration. The registries will work together on information security, and will share experience and best practices to develop methods and create new tools to gather and analyze data on domain zone performance.

The memorandum stipulates cooperation in the development of IDN. The Vietnamese side expressed great interest in the track record of the world’s most successful IDN, Russia’s .РФ. Andrey Vorobyev mentioned a petition that eight internationalized TLD registrars signed during last week’s TLDCON 2016 in Tbilisi, asking mail services and social networks to continue supporting IDN. Other IDN registrars can also join, as this is not just an issue for Cyrillic domains, but all internationalized domains worldwide.

The Russian and Vietnamese registries will share information and expertise in each area outlined in the memorandum, and will organize workshops, training sessions and seminars. Andrey Vorobyev stressed that this cooperation is important for both countries. “National registries of southeast Asia have many interesting ideas in security and IDN use and development. We have forged similar cooperation with the national registry of China, and we are happy to add more registries to the list of those that we have good relations with,” he said.

During the signing, Deputy Minister of Information and Communications of Vietnam Phan Tam said: “Vietnam and Russia have had a long history of cooperation in many fields, including ICT and telecommunications. The MoU between two organizations will help strengthen the relationship between two countries in general, as well as enhancing the management of internet resources in each country.”

The Coordination Center and VNNIC agreed to join forces to prepare a meeting of the Asia Pacific Top Level Domain Association, APTLD 71, which will take place in Ho Chi Minh, Vietnam, in March 2017.
