.RU and .РФ domain registration rules change

On July 28, the Coordination Center Council held a regular meeting on changes to the registration of the .RU and .РФ domain names following amendments to Federal Law No. 149-FZ On Information, Information Technology and Information Security of 27.07.2006.

The law introduces measures to permanently restrict access to websites that have repeatedly published unauthorized content that includes copyright or associated rights protected property. The domain access restrictions are indefinite; however, once the domain name registration term expires, it could potentially be registered again by an owner in good faith who would not be able to use it to its full capacity due to the domain name being blocked under the law. In order to prevent this, the address of the restricted website will be put on a stop list.

The changes to.RU/.РФ registration regulations will be announced in August.

The Center Council also discussed a TLD strategic plan for 2016 through 2018. The plan was presented at a meeting with Deputy Communications and Mass Media Minister Alexei Sokolov. The meeting participants recommended using the plan and instructed Andrey Vorobyev, Director of the Coordination Center, to improve it with suggestions and recommendations from the center’s founders.

The council meeting participants also discussed monitoring the statistics of Russian Internet development. Development of the monitoring system is in line with one of the Coordination Center’s initial objective which is to expand Internet use in Russia. The council made a decision to support research in this area.
