On June 23, the Committee for Legal Regulation under the Coordination Center for TLD RU held a regular meeting to discuss amendments to procedures used in domain name disputes and the rules on domain name registration in .RU and .РФ.
Participants recommended that the Coordination Center reconsider the rules and procedures, and initiate a process to draft amendments based on legal precedents, proposals and criticisms. New terms should be put forward for use by professionals, and the main ones clarified, while the duties of site admins and registrars should be defined better.
Amendment proposals will be collected until the end of September 2016, and another committee meeting will be held in October to address the issue.
Another recommendation concerned the extension of two-week pre-trial restrictions on domain name operation to 45 days in case of a dispute. The suggestion was forwarded to the committee of registrars. Participants also looked at the issue of domains violating item 3.1.5. of domain name registration rules for .RU and .РФ, and advised the Coordination Center to develop a mechanism to remove such domains and include them on a ban list.
Coordination Center Director Andrey Vorobyev told the committee members that accredited registrars ask the center to clarify the procedure for registration as a personal data operator. The committee suggested that the center should hold a seminar on the procedure and the management of personal data.
Chair of the Committee Dmitry Afanasiev was positive about the meeting, saying: “The committee members discussed issues of great importance for the domain industry. A number of amendments to regulations have been proposed that will be put before the registrar committee and then submitted for consideration to the community.”
